GORST PLANNED ACTION EIS | AFFECTED ENVIRONMENT, SIGNIFICANT IMPACTS, AND MITIGATION MEASURES• From the County perspective, the No <strong>Action</strong> Alternative levels of growth are already accounted for in existingplanning documents due to the adoption of the 2012 Final Kitsap County Comprehensive Plan and CFP.• Alternatives 2 and 3 focus growth and concentrate densities, allowing for improved efficiency of service, suchas potentially lower response times.Applicable Regulations and Commitments• New development would be required to meet City of Bremerton and County codes, as well as InternationalFire Code and International Building Code regulations, regarding the provision of fire hydrants, fire flow, alarmsystems, sprinklers, and emergency vehicle access.Other Potential Mitigation Measures• If the City of Bremerton experiences unexpected demand needs due to annexation of <strong>Gorst</strong>, the City ofBremerton could work with SKFR to develop a Mutual Aid Agreement to serve the <strong>Gorst</strong> UGA area. Thisagreement could include information on sharing levy revenues generated within the <strong>Gorst</strong> UGA boundaries.Significant Unavoidable Adverse <strong>Impact</strong>sFuture population growth and development will continue to increase the need for fire protection/EMS servicesunder any studied alternative, and particularly the action alternatives. With mitigation, significant, unavoidableadverse impacts would not be anticipated.3.12.2. Law EnforcementAffected EnvironmentWatershedPolice service within the <strong>Gorst</strong> Creek watershed is provided by a mixture of City of Bremerton and County lawenforcement personnel. The watershed covers portions of the Cities of Bremerton and Port Orchard, as well asunincorporated Kitsap County. Those portions of the watershed Bremerton and Port Orchard corporate limits areserved by the police departments of those municipalities, and the Kitsap County Sheriff’s Office oversees lawenforcement in the unincorporated portions of the watershed, including the <strong>Gorst</strong> UGA. None of these lawenforcement agencies currently maintain any precinct offices or other facilities within the watershed.Bremerton Police DepartmentThe Bremerton Police Department consists of 12 civilian personnel and 57 sworn police personnel, including onechief, two captains, two lieutenants, seven sergeants, and 45 officers. In addition, there are five volunteerchaplains that assist the department. The Department provides law enforcement services, and contracts withKitsap County to provide jail services.Facilities InventoryThe Department is spread over three facilities: Administrative functions in City Hall, Patrol Division in the WestPrecinct, and a Special Operations Group house in another facility.
