For urban areas, the standard is LOS D,whereas the standard is LOS C in rural areas. Urban/Rural designation is based upon the federal urban area ratherthan by UGA.Concurrency Management SystemKitsap County - GMA requires that Kitsap County adopt and enforce ordinances that prohibit developmentapproval if the development causes the LOS on a transportation facility to decline below the standards adopted inthe transportation chapter of the Comprehensive Plan, unless transportation improvements or strategies toaccommodate the impacts of development are made concurrent with the development. This requirement,commonly referred to as concurrency, is described in WAC 365-196-840.
