ORDINANCE NO.________AN ORDINANCE OF [THE CITY COUNCIL OF THE CITY OF BREMERTON/THEKITSAP COUNTY BOARD OF COUNTY COMMISSIONERS] WASHINGTON,ESTABLISHING A PLANNED ACTION FOR THE GORST URBAN GROWTH AREAPURSUANT TO THE STATE ENVIRONMENTAL POLICY ACTWHEREAS, the State <strong>Environmental</strong> Policy Act (SEPA) and implementing rules provide for theintegration of environmental review with land use planning and project review through designation of“<strong>Planned</strong> <strong>Action</strong>s” by jurisdictions planning under the Growth Management Act (GMA); andWHEREAS, the City of Bremerton (City) and Kitsap County (County) have each adopted aComprehensive Plan complying with the GMA; and,WHEREAS, to guide <strong>Gorst</strong>’s growth and redevelopment, the City and Country have engaged inextensive watershed characterization and subarea planning for <strong>Gorst</strong> and have adopted amendments totheir Comprehensive Plan including the <strong>Gorst</strong> Subarea Plan; andWHEREAS, the City has received a grant from the USEPA’s Watershed Management AssistanceProgram Grant and also received support from the participation of <strong>Gorst</strong> property owners, regionalstakeholders, and government agencies including Kitsap County; andWHEREAS, the City approved a planned action ordinance for part of the <strong>Gorst</strong> Creek Watershedfor the South Kitsap Industrial Area, which was separately approved for a planned action in 2012; andWHEREAS, the [City] [County] desires to designate a separate <strong>Planned</strong> <strong>Action</strong> for [a portion of]the <strong>Gorst</strong> Urban Growth Area (UGA); andWHEREAS, designation of a <strong>Planned</strong> <strong>Action</strong> expedites the permitting process for subsequent,implementing projects whose impacts have been previously addressed in a <strong>Planned</strong> <strong>Action</strong>environmental impact statement (EIS), and thereby encourages desired growth and economicdevelopment; andWHEREAS, the <strong>Gorst</strong> <strong>Planned</strong> <strong>Action</strong> EIS identifies impacts and mitigation measures associatedwith planned development in the <strong>Gorst</strong> UGA; andWHEREAS, the [City] [County] has adopted development regulations and ordinances which willhelp protect the environment, and is adopting regulations specific to the <strong>Gorst</strong> UGA which will guide theallocation, form and quality of desired development; andWHEREAS, the [City’s SEPA Rules, Bremerton Municipal Code 20.04.205] [County’s SEPA Rules,Kitsap County Code 18.04.020] provide for <strong>Planned</strong> <strong>Action</strong>s within the [City] [County]; andWHEREAS, the City as lead agency and County as a project partner provided public commentopportunities through an EIS scoping period in October and November 2012, and for the <strong>Gorst</strong> SubareaPlan and <strong>Draft</strong> <strong>Planned</strong> <strong>Action</strong> EIS during June and July 2013, and held public meetings and hearings aspart of a coordinated <strong>Gorst</strong> public participation program throughout 2013.NOW, THEREFORE, the [City Council of the City of Bremerton] [Board of County Commissionersof Kitsap County], Washington ordains as follows:Section 1.
