EV EDUCATION CASE STUDYCENTRE FOR EDUCATION AND RESEARCHINTO ENVIRONMENTAL STRATEGIES (CERES)The Centre for Education and Research into Environmental Strategies, or CERES, is a 4.5 hectare communityenvironment park based in East Bruswick. The award-winning not-for-profit has been internationallyrecognised for its work in community and environmental practice (CERES 2012).Around 60,000 students and their teachers visit the CERES facility per year, along with three adult tours perweek and a thriving community market. With their focus on sustainable living, CERES has emerged as the ideallocation for the solar EV charging canopy launched in 2012 (refer to Figure 61). Although grid-connected, colocationof the solar canopy with the EV charging facility has proven to be an excellent means of engaging thecommunity on electric vehicle technology (ABC 2012). Awareness of the CERES public charging facility is amongthe highest in the trial charging network.CERES has previously been active in the delivery and training of EV aftermarket conversions, and hassuccessfully integrated electric vehicles into its sustainable energy education programs. In 2013 they arebuilding upon these experiences to more fully integrate electric vehicles into their school incursion/excursionprograms, including use of the trial EVs as part of the program delivery.CERES is amongst the most successful of the trial partners in promoting electric vehicle awareness,understanding and acceptance.Figure 62. 7.1.4 How has the local electricvehicle industry and marketbeen promoted?The role of the trial in providing ameeting place for over 80 corporateparticipants in the emerging EV markethas been significant. No other forumexists in Australia for the variousmarket players to interact and in doingso engage with the wider market.A key objective for the trial has beento promote Victoria as a place todo business. This has severalobvious benefits:• Promote investment andemployment in Victoria• Create competition in the Victorianmarket and downwards pressureon costs for consumers.To this end, the trial has beensuccessful in positioning Victoria asthe most electric vehicle-friendlystate in Australia. As of November2012, around 60 per cent of Australia’sEV charging facilities are located inVictoria. Victoria is the only state tohave a registration discount for EVs,and has recognised EVs within theroad safety framework includingnumber-plate labelling andstandardised signage.Promotion of Victoria has beenachieved through numerous nationaland international forums. In May 2012,Victoria took part in the World EV Citiesand Ecosystems conference in LosAngeles. Victoria has also taken partin the International Energy Agency’sImplementing Agreement on Hybridand Electric Vehicles.The value of the trial in bringingthe market together at its outset isevidenced by the regular and reliableattendance of the monthly projectmeetings (refer to Section 3.4), and bythe steady base of subscribers to theproject e-news (Section 7.1.1).CREATING A MARKET 121
