CHARGINGINFRASTRUCTUREROLL-OUTThe Victorian ElectricVehicle Trial charginginfrastructure roll-outhas sought to establishthe foundations ofVictoria’s EV chargingnetwork as an open andcompetitive market ofdifferent technologiesand business models.The department hasacted as an ‘honestbroker’ in the formationof this new market,insulating providers,hosts and users fromcommercial andnon-commercial risk.
Nearly 140 household, fleetand publicly-accessiblecharging outlets have beendeployed up to the mid-pointof the trial. Providers haverolled out the infrastructurethrough a non-prescriptiveapproach beyond basic‘rules of engagement’developed in consultationwith key stakeholders.Deployment and operationof the charging infrastructurehas been benchmarked,providing insights into theissues and opportunitiesassociated with this newmarket. An understandingof costs and benefits hasbeen obtained, which willinform planning critical tothe successful uptake ofelectric vehicles.5.1 CHARGING INFRASTRUCTURE5.1.1 What are thearrangements for the trialcharging infrastructure?The trial charging infrastructureis delivered under a model whichaddresses the early-market investmentrisks for the relevant parties. Thedelivery model has also sought toidentify least-cost approaches toinform cost benchmarking activities,and facilitate creation of a legacyelectric vehicle charging networkfor Victoria.The former Department of Transportengaged charging infrastructureproviders under service provisionagreements that provide a frameworkfor the infrastructure delivery,operation, removal and transition ofresponsibilities – refer to Figure 30:CHARGINGINFRASTRUCTUREOPERATOR• Once installed, the charginginfrastructure operates for theperiod of trial participation• Towards the end of this period,the charging infrastructureoperator provides the site owner/occupant with an offer to retainthe infrastructure• The negotiation of this offeris undertaken by both partiesdrawing upon the knowledgeacquired through trialparticipation, allowing them tomore clearly understand the costsand benefits involved• If no agreement is reached, thecharging infrastructure is removedand the site remediated to the siteowner/occupant’s satisfaction.CHARGINGINFRASTRUCTUREOPERATORCharging infrastructureservice agreementVictorianGovernmentOffer to retain charginginfrastructureOpen marketcommercialagreementCharging infrastructurehost agreementSITE OWNERSITE OWNERTRIAL MODELPOST-TRIAL MODELFigure 30.
