Kangaroo Island Futures Authority Draft Economic Impact of Agriculture and TourismIndirect (or flow-on) impacts are the sum of production-induced impacts, consumptioninducedimpacts and offsetting consumption effects.• Production-induced impacts are the sum of first-round impacts (i.e. estimates of therequirement for, or purchases of, goods and services from other sectors in theeconomy generated by the initial economic activity) and industrial support impacts(i.e. output and employment resulting from second, third and subsequent rounds ofspending by firms). Production-induced impacts are sometimes referred to as 'indirecteffects'.• Consumption-induced impacts are additional output and employment resulting fromre-spending by households that receive income from employment in direct andindirect activities. REVIEW AND CONSULTATION3.1 Aim of the Consultation ProcessIt is important that the growth targets and subsequent scenarios used in this study’s impactanalysis are seen to be realistic by key stakeholders representing various government agencies,industry bodies and major commercial operators who may be instrumental in delivering thegrowth.A targeted stakeholder engagement program was undertaken in November 2012 to January2013 to assist in setting targets and developing scenarios. The stakeholder list is available inAppendix 5.3.2 Review of Policy, Planning and Program DocumentsAs a precursor to the consultation process a selection of policy, planning and programdocuments was reviewed (see Appendix 4). The list is not meant to be complete but rather across section of examples. The purpose of considering these documents was to confirm thatthe scenarios that have been developed for use in the economic impact modelling have areasonable chance of being delivered based on levels of support (i.e. understanding,leadership, commitment, resourcing, etc.) from policy makers and the Kangaroo Island tourismindustry particularly.The discussion of the documents is aimed at identifying growth inhibitors like the cost andavailability of access to the Island and growth facilitators like the alignment (or otherwise) ofthe scenarios with local, state and commonwealth government policy and planning. Thediscussion focuses only on points that may be relevant for this purpose and should not beconsidered complete. They should be read in conjunction with the respective documents thatare available at the sources described.The documents reviewed for this section, listed in Appendix 4, can be divided into threecategories:1. Local and regional policy, planning and programs2. State government policy, planning and programs3. Commonwealth government policy, planning and programsOverall these policy, planning and programs demonstrate a strong alignment of the prioritiesfor various local, regional, state and commonwealth government agencies with growth targets,priorities and possible strategies for the Kangaroo Island tourism and agriculture industries.Other key observations include:1. Links between environmental protection and conservation and Brand Kangaroo Island fortourism are clearly made and reinforced by the status of Kangaroo Island in theCommonwealth’s National Landscapes Program.
