Kangaroo Island Futures Authority Draft Economic Impact of Agriculture and Tourism2. Infrastructure priorities that may facilitate increased visitation to Kangaroo Island mapclosely with the policies and planning of various government agencies and other bodiessuch as the South Australian Department of Planning, Transport and Infrastructure. Thereis a strong focus on transport infrastructure with the status of access to Kangaroo Island bysea and air particularly pronounced.3. There is a sense of integrated policy development in references to public infrastructureand the provision of community services like health and education for both the residentpopulation and itinerant visitors to Kangaroo Island.4. It is important to recognise the targets of South Australia’s Strategic Plan (SASP) in thescenarios for economic modelling in order to strengthen the policy alignment and providea sense of continuity. Tourism industry targets set by regional planning and industry bodiessuch as SA Tourism Commission and Tourism Kangaroo Island also reflect the SASP targets.3.3 Growth LimitersA discussion paper entitled Impact of Agriculture and Tourism Industries on the KangarooIsland Economy: Notes for Consultation (Appendix 6) was produced and circulated prior to thecommencement of consultations. The discussion paper identified draft scenarios and focusedon potential ‘growth limiters’ and their impact on future growth. The potential growth limiterswere identified from a desk top study of various documents referred to in Section 3.2 of thisreport and discussed in Appendix 4.The following list of growth limiters is not exclusive and others were identified by stakeholdersas the consultation process unfolded.General Growth Limiters1. The availability of a consistent and agreed data and information set that can be applied inthe development of business cases, strategies and plans such as the SA Strategic Plan andKangaroo Island Tourism Plan2. The cost, nature (e.g. style, point of origin) and availability (e.g. scheduling) of access toKangaroo Island for residents, visitors and freight3. The quality and availability of ‘gateway’ infrastructure providing access to Kangaroo Islandor from Kangaroo Island to other destinations. Examples include:a. Kingscote airportb. Penneshaw and Cape Jervis seaportsc. Kingscote portd. other potential seaports, bulk handling facilities and processing plants such as BallastHead/ American River4. The maintenance and augmentation of sealed and unsealed roads, trails and other internaltransport systems5. The supply of essential services infrastructure including water, waste, electricity andhousing6. The availability of business and community services infrastructure including health andeducation facilities for general purpose servicing of residents and visitorse c o n s e a r c hPage| 9

The development and application of environmental policy that places constraints oneconomic development in order to conserve and enhance natural assets8. The development and application of wildlife protection and resource management policysuch as Marine Parks9. The costs of development and returns on investment for comparable development onKangaroo Island and alternative sites on the mainland10. Constraints related to emergency plans such as action plans for natural risks like bushfireand other extreme eventsTourism Growth Limiters1. The quality and availability of ‘gateway’ infrastructure providing access to Kangaroo Islandor from Kangaroo Island to other destinations. Examples include:a. marinas such as Christmas Cove and Kingscoteb. boat ramps and other service points with mixed use such as emergency services,recreational fishing and commercial fishing safe havens.2. The upgrade and addition of tourism infrastructure such as ‘hero (iconic) experiences’ andaccommodation with a focus on the high end market and encouraging visitors to staylonger3. Support for industry development appropriate for tourism linkage such as agriculture,viticulture, wine making, art, culture, recreation and sport to encourage food and winetourism, art and culture tourism and recreation / adventure tourism4. The role of land use planning such as appropriate zoning for tourism development likeaccommodation, farm stay and microenterprise development5. The development and maintenance of public and private facilities including camping andcaravanning parks, rest stations, ablutions and liquid waste sumps for boat andrecreational vehicle use6. Natural limits for visitor flows to key attractions based on environmental, wildlifeprotection or logistical (e.g. safe road carrying capacity) factorsAgriculture Growth Limiters1. Allocation of water resources2. Threat of pest and disease incursions on clean green image (as well as cost and yieldeffects)3. Fragmentation and loss of productive agricultural land to other land uses4. Development Plan regulations that prevent, or make difficult, a change in land use5. Lack of incentives and opportunities to develop value adding clusters and medium to largevalue adding opportunitiesSummary of consultation1.
