Preface and AcknowledgmentsIn 1994, the Government of Cameroon introduced an array of forestpolicy reforms, both regulatory and market-based, to support a moreorganized, transparent, and sustainable system for accessing and usingforest resources. This report describes how these reforms played out inthe rainforests of Cameroon. The intention is to provide a brief accountof a complex process and identify what worked, what did not, and whatcan be improved.Although the reforms originated and evolved in this specific context, lessons from this experience may prove useful to countries facing similarcircumstances, especially forest-rich countries with weak governance. In particular, it is hoped that the results of this inquiry prove useful tothe Government, people, and development partners of Cameroon; policyexperts; development practitioners; students; and persons with a moregeneral interest in forests and in forest and environmental policy. This report and more Delivered generally by The World the Bank reform e-library process to: it describes haveThe World Bankbenefited greatly from the vision, IP : 192.86.100.34 insight, and hard work of people inMon, 09 Nov 2009 17:06:18the Cameroonian Government and civil society as well as managers andspecialists in the World Bank and collaborating institutions.xi(c) The International Bank for Reconstruction and Development / The World Bank
