Enhancement <strong>of</strong> popular participation in the management <strong>of</strong>forest and wildlife resourcesIn spite <strong>of</strong> the prescriptions <strong>of</strong> the current forestry policy that recommendsthe participation <strong>of</strong> the population in the conservation and management <strong>of</strong>forest resources, such participation remains limited. This is due especially tothe unclear definition <strong>of</strong> the roles <strong>of</strong> the civil society and the local communities,which do not have adequate skills and organisational capacity neededfor proper management <strong>of</strong> the redistributed resources, the weak technicalmanagement capacity <strong>of</strong> NGOs and the great distrust between them andthe forestry administration, the difficulties for economic operators to movefrom the stage <strong>of</strong> “logger” to the stage <strong>of</strong> management forester.3. Securing a significant share <strong>of</strong> forest revenues for communitydevelopmentDuring the period from 2000 to 2004, over CFAF 25 billion was distributedto councils and local governments as their share <strong>of</strong> the royalty fromthe acreage under exploitation for commercial purposes. An audit andother studies were also carried out on the use <strong>of</strong> almost all <strong>of</strong> the saidfunds. In spite <strong>of</strong> these positive developments, much is still to be doneto allow for more transparent and participatory planning <strong>of</strong> investmentsand more efficient control <strong>of</strong> expenditure.4. Stepping up the fight against poaching and illegal exploitation <strong>of</strong>natural resources<strong>The</strong> ability <strong>of</strong> the Ministry <strong>of</strong> Forestry and Wildlife to carry out controls,follow up <strong>of</strong>fences and mete out sanctions is still relatively limited. In spite<strong>of</strong> the involvement <strong>of</strong> an independent observer in the control activities<strong>of</strong> the Ministry <strong>of</strong> Forestry and Wildlife, performances are still moderate.Only greater organisation <strong>of</strong> all the phases <strong>of</strong> the control chain by the Ministry<strong>of</strong> Forestry and Wildlife may ensure lasting results and make it possibleto build on the contributions <strong>of</strong> the independent observer, especiallyby publishing the record <strong>of</strong> <strong>of</strong>fences and informing the public about thelitigations between the Ministry and forest sector economic operators.Delivered by <strong>The</strong> World Bank e-library to:<strong>The</strong> World Bank5.
