2005 Forest and Environment Sector Policy Letter 157GW (Global Witness) which is expected to participate as independentobserver in the supervisory activities carried out by the Ministryin charge <strong>of</strong> Forestry. Such activities range from field missions to thehandling <strong>of</strong> all litigations. GW ensures that supervision procedures areupheld at every stage and is responsible for signalling any abnormalitiesto the Ministry <strong>of</strong> Forestry.Promotion <strong>of</strong> community forests. Order No. 518/MINEF/CAB <strong>of</strong>21 December 2001 <strong>of</strong>fers local communities the possibility to use theirright <strong>of</strong> pre-emption over surrounding forests. This right makes it possiblefor them to suspend any allocation <strong>of</strong> the forest concerned to atrading company for a period <strong>of</strong> two years during which the communitymay choose to transform it into a community forest.Restructuring ONADEF. Such restructuring is in conformity with theobjective <strong>of</strong> redistributing forest sector roles, with government servicesconcentrating on traditional roles (policy formulation, supervision andcontrol) and productive functions being delegated to private operators.Presidential Decrees No. 2002/155 and 2002/156 <strong>of</strong> 18 June 2002 modifiedthe designation, the articles <strong>of</strong> association, the mandate and fundingmodalities <strong>of</strong> ONADEF (National Office <strong>of</strong> Forest Development). <strong>The</strong>restructuring <strong>of</strong> ONADEF gave birth to the National Forestry DevelopmentAgency (ANAFOR) whose mission is to promote economicallypr<strong>of</strong>itable and environment-friendly forest plantations both in the privatesector and in the local communities.2. THE CHALLENGES TO OVERCOME1. Harmonisation <strong>of</strong> institutional capacity and reform objectives<strong>The</strong>re is a big disparity in terms capacities for forestry and wildlife legislationimplementation. Besides, there is no framework for the harmonisationand coordination necessary for the smooth development <strong>of</strong> varioussupport projects. In addition, the support <strong>of</strong> the international communityis very scattered and is translated by a great many uncoordinated projects,ill-appropriated by national institutions and with moderate impactson the field.
