162 Appendix 62. Better environmental monitoring and implementation <strong>of</strong>international conventions and standards<strong>The</strong> setting up <strong>of</strong> the two Ministries should allow for greater visibilityand clarification <strong>of</strong> the roles <strong>of</strong> the different stakeholders. This shouldenable us tackle environmental problems unequivocally, given that thePermanent Secretariat for the Environment in the former MINEF wasunable to go beyond the monitoring <strong>of</strong> a few conventions. <strong>The</strong> main missionhere which consisted in setting the different standards in all sectors<strong>of</strong> activity was not carried out. Even the implementing instruments <strong>of</strong>the 1996 Framework law on the environment were not drafted. By settingup the Ministry <strong>of</strong> the Environment and Protection <strong>of</strong> Nature, theGovernment is thus endowing itself with an ambitious environmentalpolicy that covers all sectors, and wards <strong>of</strong>f the confusion that has alwayscharacterised environmental problems seen by the general public as limitedto the Forest and Wildlife sector. <strong>The</strong> Ministry mainstreams all thesectors concerned so as to handle the cross-cutting nature <strong>of</strong> environmentalactions.3. <strong>The</strong> National Forest and Environment Sector ProgrammeThis programme appears as a choice forum for the implementation <strong>of</strong>forestry policy during the next decade. Through the Forest and EnvironmentSector Programme, the Government seeks to secure multifacetedassistance for the effective implementation <strong>of</strong> its policy <strong>of</strong> sustainableand participatory management <strong>of</strong> forest resources, so that they contributesignificantly to improve the national economy as well as the livingenvironment and standards <strong>of</strong> the populations. Priority areas <strong>of</strong> such supportinclude capacity-building <strong>of</strong> national institutions in terms <strong>of</strong> human,material and financial resources to enable them effectively implementthe policy on the field.
