CHAPTER 6Ten Years <strong>of</strong> Forest Sector ReformAlthough the lessons <strong>of</strong> the reforms will continue to unfold, 10 years isan appropriate juncture to review what has been learned and identifygaps in knowledge and action. This chapter discusses the lessons learnedin developing and implementing reforms and identifies elements <strong>of</strong> thereforms that require continuing attention.Lessons for Developing and Implementing Reforms<strong>The</strong> findings and lessons described below can be divided into two categories:those that may be relevant to comparable efforts in neighboringcountries <strong>of</strong> the Congo Basin and beyond; and others <strong>of</strong>fered as additionalconsiderations to the government <strong>of</strong> <strong>Cameroon</strong> and civil society asthey develop their vision for managing and using forests to improve andsustain local livelihoods.<strong>The</strong>re Is No Reform without Reformers—At All LevelsIn a country where political interests so <strong>of</strong>ten take precedence over thepublic interest, the presence <strong>of</strong> people who are willing and able to changethe status quo must never be taken for granted.
