152 Appendix 6Code in 1994 and an Environment Code in 1996. <strong>The</strong> Ministry <strong>of</strong> Environmentand Forests gave way to the two successor Ministries establishedby Decree number 2004/320 on 8 December 2004: the Ministry <strong>of</strong> Forestsand Fauna (MINFOF) and the Ministry <strong>of</strong> Environment and Protection<strong>of</strong> Nature.<strong>The</strong> new forestry policy is an important component <strong>of</strong> the NationalEnvironment Management Plan. It also falls in line with the agriculturalpolicy. <strong>The</strong> 1994 Law to lay down Forestry, Wildlife and Fisheries Regulationsand the 1996 Law to institute the Framework Law relating to themanagement <strong>of</strong> the Environment, establish a policy and strategy frameworkthat centers on the following aspects:• Sustainable management <strong>of</strong> forests, with the creation <strong>of</strong> a permanentforest estate and the setting up <strong>of</strong> Forest Management Units (FMUs)to replace forest permits.• Contribution to economic growth and poverty alleviation by cedingpart <strong>of</strong> the income from tax revenue to councils, creating jobs andallocating community forests.• Participatory management through consultation with the civil societyand the private sector, sensitisation <strong>of</strong> rural populations abouttheir responsibilities, and permanent dialogue with the internationalcommunity.• Conservation <strong>of</strong> biodiversity through a national network <strong>of</strong> protectedareas.• Building the capacity <strong>of</strong> the public sector in the performance <strong>of</strong> itstraditional key functions and the transfer <strong>of</strong> productive functions tothe private sector.• Putting in place a legal framework conducive to the development <strong>of</strong> theprivate sector, based on long-term conventions and industrialisation.• Harmonisation <strong>of</strong> the regional management system through a zoningplan.• Improvement <strong>of</strong> governance through increased transparency and systematicdissemination <strong>of</strong> information to the public.Besides, this policy is given greater momentum by government guidelinesthat lay emphasis on Delivered new policy by <strong>The</strong> World challenges Bank e-library such to: as poverty alleviation,<strong>The</strong> World Bankdecentralization and good governance.
