APPENDIX 9Modeling the Impact of ChangingFiscal PressureCommon assumptions were made for three periods (1992, 1998, and2004):• Forest concession of 200,000 hectares (annually open area of 6,667hectares)• Average harvest intensity (cubic meters harvested per hectare) of10 cubic meters/ha/year on licenses and on concessions.• 30-year harvesting cycle• Processing efficiency of 33 percent for exported sawnwood and55 percent for veneer. In 1998 and 2005, the surtax on exported logswas assumed equal to CFAF 4,000 per cubic meter.For 1992, taxes were calculated based on predefined values (mercuriales)for firms located in zone 3 (the most distant from ports). FOB prices foreach period are from the international markets (B+ quality for logs, FASfor sawnwood, faces for veneers). The model has been established forthe two major logged and exported species in Cameroon over the lastdecade, ayous and sapelli.
