134 Appendix 1estry laws and regulations in the field and the prosecution of contentiouscases.Once forest sector reforms had demonstrated their relevance to thesuccess of broader national reforms (such as public finance, procurement,fiscal responsibility, and law enforcement), it was only natural for theseto be featured and monitored in the context of the Letters of Intentionto the IMF, the Poverty Reduction and Growth Facility, and the HIPCInitiative.Similarly, given the role of forest legislation and institutions for thesuccess of environmental mitigation plans and the credibility of environmentaloffsets, forest reforms and related issues have been mentionedand have featured in most prominent World Bank–supported interventions,such as the Chad-Cameroon Pipeline and the Railway RehabilitationProject.
