A document of the European Commission and theCouncil of Europe called "New skills for new jobs" emphasizes that one of the main prerequisites for theachievement of EU 2020 targets is the necessity of finding new ways to create new jobs, in which context itis of utmost importance to identify competencies that will be required in Europe until 2020, and to developpolicies for adjustment and prediction of skills and jobs that will be in demand on the labour market.Development of services by the Croatian Employment Service for different groups of beneficiaries,including the unemployed persons with disabilities, is based on the application of legislation in the field ofplacement, vocational rehabilitation, education etc. and on the implementation of all legal acts definingthe structure and operations of the Croatian Employment Service, including the Quality Standards for theServices of Vocational Guidance and Selection in the Croatian Employment Service.Quality Management System supports the institutional development of the Croatian EmploymentService, coherent organizational culture, the quality of services and methods, and identification andimprovement of the necessary competencies of employees. Such a system allows the standardization ofservice quality of the departments within the Croatian Employment Service with a unique approach, bytaking into account regional differences and local needs in service provision, which makes CES servicesavailable and transparent to beneficiaries and the public. The system allows the customization of servicesto labour market needs, and the needs and potentials of beneficiaries. This is why testing of beneficiaries'needsandpotentialareanimportantpartofqualitymanagement.Systematic approach to the Croatian Employment Service in the field of rehabilitation and employmentof persons with disabilities is achieved at the national, regional and local levels through the activitiesof the Department for Vocational Rehabilitation and Employment and the work of counsellors specificallytrainedtoworkinthisfield,whiletheemphasisisputonindividualapproachtoanunemployedperson.Incollaboration with professional guidance counsellors, psychophysical abilities of an unemployed personwith disabilities are determined, including a psychological and medical treatment, the purpose of which isto refer the person to appropriate forms of vocational rehabilitation.In addition to estimating the possibilities of unemployed persons with disabilities in order to designprofessional plans to improve their professional knowledge and skills needed in the labour market, muchattention is paid to the improvement of so-called "soft or transferable skills", including the competenciesrequired to manage the professional development (so-called career management skills), as defined in theresolutions of the European Commission on lifelong vocational guidance (2004, 2008). Unemployedpeople with disabilities are given the opportunity to participate in various forms of group counsellingtailored according to the type of disability, with the purpose of training for active job seeking, accompaniedby social and psychological support. Thus, for example, the regional offices of the Croatian EmploymentService carry out the activities of professional informing in groups and counselling for people with hearingimpairments, with translation into sign language, in cooperation with the Croatian Sign Language Interpretersand Translators Society.Vocational guidance of persons with disabilities and other factors oflesser employability and of students with disabilitiesDuring the year 2010, the Croatian Employment Service continuously identified persons with disabilitiesand other factors of lesser employability who need professional guidance. Thus, 876 people withdisabilities were involved in the activities of professional counselling, out of whom 418 persons were115
