We were well subsidised but the only thing we could do for ourcliënts was provide a 2 year during vocational training in a limited number of occupations. We felt we hadto advocate the rights of our clients.We wanted more possibilities to deliver the kind of support they needed and more efficiency in theorganisation of the conceptual, structural and organisational framework we were working within. So wefounded a federation and - instead of complaining or waiting for something to happen - we created a swotanalysis of the strengths and weaknesses, opportunities and threaths not only for our organisations butalso for the cliënts. And we invited stakeholders to join us in the conclusions.We studied good practices in other countries and we learned what and how to do things better. Welearned about Supported employment and took from this method what we needed without throwing awayour vocational training system.From the beginning it was clear to us that we had to work together with the mainstream organisationsand with stakeholders in politics and administration (the regulators).What we wantedto be open to all cliëntswho need our specialised support. (not only those who are within a narrow definition of disability) so weadopted the definition of labour disability.to end the regional limits..all clients can go to the ngo that is most fitting even if there is one closer.all cliënts be able to reach us.So instead of staying specialised into one specific group of disabilities (almost) all of us we opened our gatesfor all disabled. (except for the blind)all PWD (people with a disability) should be able to find us easily.Instead of all organisations doing their own seperate PR, assessment & intake actions we created acommon organisation: GTB. This is a specialised trajectory counseling service offering specialisedassessment, intakes & personal development planning to all people with a labour disability in need ofspecialised support. This service is giving neutral and independent information, it guarantees the besttrajectory chosen in a modular way with counseling from the beginning to the end of career ( one dossierwith privacy rules). It is acceptable for all major players in employment support.to work result oriented.Instead of a proposed cut in subsidies we proposed a result commitment in exchange for a enveloppesystem.no quota-system.Werefusedanegativeapproach.Employersshouldtakesomeoneonboardbecausehisistherightpersonfortherightjob.Notbecausetheywanttoavoidapenalty.34All employers & tax payers contribute for disability employment. This money is used to pay a directfinancialcompensationtoemployerswhohiredapersonwithadisabilitywhithasignificantlowerproductivity due to his disability.

He installed them in his 'shops-for work' . This way we have a ' onecounterfor (disability) employment in every city '. People coming into the ' shop for work' who areperceived by the counselors as "maybe disabled" are – when needed and with their consent - referred to thespecial counselor from a Specialised Pathways to work and counseling service " GTB". (another desk in thesame office= inclusive)is a public funded NGO. It's role is to inform and monitor trajectory quality and to advocate theopportunities of PWD. The trajectory can consist of support offered by mainstream or specialized NGO'or mixed forms. It is always modular, taylor-made and individual.GTB is independent, neutral and a guarantee for the best trajectory. When one network-partner isfinished with a client or it closes the door: GTB does the follow-up and continues the trajectory. GTBforms the regional and national network and signals problems to the ministry. It maximalises all efforts forthe best trajectory.Cliënt FlowClients looking for jobs go to (or are referred to) the 'Shop-for-jobs'.When a disability might influence the employment opportunities seriously they will be referred to aGTB-counselor. (in the same shop-for-jobs). There will be an 'intake' and assessment. The GTB-counselorcan propose introduction-weeks, vocational training, job-finding or coach-support.. in mainstreamvocational training, counseling & mediation services but also in specialised NGO's. The person with adisability can help determine which services will help him.. GTB-counseling stays available during the35
