The said project will make a significant breakthroughin solving the problems of employment, social inclusion and diminishing prejudice and discriminationagainst people with disabilities caused by mental disorders.The Croatian Employment Service also participates in the activities of working groups on otherprojects within IPA 2007-2009, Component IV, such as the project of "Inclusion of Students withDisabilities into the Education for Employment" with the holder being the Ministry of Science, EducationandSports,andtheprojectof"EstablishmentofSupportwithSocialInclusionandEmploymentofDisadvantaged and Marginalized Groups," with the holder being the Ministry of Health and Welfare.During the year 2010, within the project of "Inclusion of Students with Disabilities into the Education forEmployment", the Croatian Employment Service participated in the implementation of informativeworkshops on financial and other forms of support for employers hosting apprenticeship, practicaltraining and/or employment of people with disabilities, while the Service's representatives participated inthe activities of the working group for harmonization of national legislation with the EU legislationpertaining to education of students with disabilities.During the year 2010 and in early 2011, within the IPA project "Establishment of Support with SocialInclusion and Employment of Disadvantaged and Marginalized Groups", representatives of the CroatianEmployment Service participated in the activities of the working groups developing a model of socialmentoring and defining of more effective forms of cooperation between the Social Welfare Centres andregional offices of Croatian Employment Service during the preparation and promotion of employment ofthe long-term unemployed beneficiaries of social assistance.The Croatian Employment Service participates, as one of the partners, in the implementation of theproject "Vocational Rehabilitation as a Method of Integration of Persons with Disabilities into the CroatianLabour Market." With the aim of developing a more efficient model of vocational rehabilitation, theproject is implemented by the Institutions for Rehabilitation of Disabled Persons by ProfessionalRehabilitation and Employment (URIHO) and the Fund for Vocational Rehabilitation and Employmentof Persons with Disabilities, in collaboration with the Centre for Vocational Rehabilitation - BBRZ fromLinz.In order to further build the capacity of counsellors of the Croatian Employment Service to promoteemployment of disabled persons within the tender MATRA - flex Programme, a project proposal"Capacity Building of the Croatian Employment Service for Promotion of Employment of Persons withDisabilities and Other Factors of Lesser Employability" has been prepared as support to creation ofconditions for employability increase for people with disabilities and other factors of lesser employability,by improving the process of placement, vocational guidance and vocational rehabilitation. Projectactivities are focused on the analysis of existing practices of determining the remaining work capacity,preparation of instruments for the harmonization of job requirements with the assessment of functionalabilities of a person with disabilities, trial application of instruments designed pursuant to theInternational Classification of Functioning, Disability and Health (ICF, WHO, 2001), and training of theCroatian Employment Service counsellors to apply the tested instruments122
