The total of 48workshops adapted to the needs of persons with disabilities took place.Special attention is given by the Service to the vocational guidance of students with disabilities.According to the Decision on the Elements and Criteria for Selection of Candidates for Admission toSecondary Schools adopted by the Ministry of Science, Education and Sports, students with developmentaldifficulties are entitled to a direct admission to secondary school based on the opinion onprofessional guidance issued by the Service's professional team. During the year 2010, counsellors forcareer guidance at the Croatian Employment Service advised the total of 4,973 primary school pupils withdevelopmental difficulties, including pupils with various health problems, learning disabilities,behavioural disorders, etc.The positive effects of vocational guidance services of the pupils of final years, especially students withdisabilities, which are conducted by the Croatian Employment Service, have been acknowledged in thereports of the European Training Foundation and European Centre for the Development of VocationalTraining (ETF and CEDEFOP) as significant examples of good practice in the field of early interventionand prevention of later (long-term) unemployment.The importance of developing a system of lifelong career guidance at the Croatian EmploymentService is confirmed by the fact that the Republic of Croatia became a member of the European LifelongGuidance Policy Network (ELGPN) as of 1 January 2011. The Ministry of Economy, Labour andEntrepreneurship and the Ministry of Science, Education and Sports appointed the Croatian EmploymentServiceanationalrepresentativeandoperatingpartnerintheworkofNetwork.ThiswaytheCroatianEmployment Service was recognized once again as a "major stakeholder in lifelong career guidance andsystematic organized provision of services to beneficiaries (the unemployed, employers, employees, pupilsand students) in the Republic of Croatia". ELGPN membership represents a possibility for Croatia tofurther improve the system of vocational guidance in accordance with the applicable guidelines of theEuropean Union, in order to match the educational outcomes to the labour market needs, and to increaseemployability and social inclusion of Croatian citizens.The development of vocational rehabilitation of persons with disabilities -cooperation with other stakeholders in the labour marketCroatian Employment Service cooperates intensively with all relevant stakeholders in the field ofvocational rehabilitation of persons with disabilities, especially with the Fund forProfessional Rehabilitation and Employment of People with Disabilities, organizations andassociations caring for persons with disabilities. Associations of persons with disabilities and associationscaring for persons with disabilities are powerful drivers of initiatives to strengthen opportunities forpersons with disabilities. Croatian Employment Service actively supports programs of associations aimedat social integration and enhancement of the quality of living for persons with disabilities.116In 2010, the Croatian Employment Service participated in the work of the Interdepartmental WorkingGroupdraftingaproposaloftheUniformListofImpairmentsandaUniformListofFunctionalAbilitiesfor all categories of persons with disabilities. Based on the conclusion of the Croatian Government datedSeptember 2010, the proposed uniform list of impairments and a uniform list of functional abilities weresent to a one-year trial application for the purpose of their evaluation and creation of foundations for theestablishment of a single expert evaluation body. Representatives of four regional offices of the CroatianEmployment Service are involved in the training and trial application of proposed uniform list offunctional abilities, drafted pursuant to the International Classification of Functioning, Disability and

This provides the foundations for the establishment of a social and medicalmodel of disability that includes, in addition to the physical impairment determined by expertise,assessment of the functioning of a person with disabilities in interaction with the factors from one'senvironment.Since 2009, the Croatian Employment Service has been cooperating with URIHO (Institution forRehabilitationofDisabledPersonsbyVocationalRehabilitationandEmployment),theCityofZagrebandthe Fund for Professional Rehabilitation and Employment of People with Disabilities on theimplementationofanewmodelofvocationalrehabilitation-"WorkCentre"inZagreb.Groups of unemployed persons with disabilities were included in a six-month process of vocationalrehabilitation in the Work Centre throughout 2009 and 2010. Based on the monitoring of rehabilitationprocess, during which professional skills are improved and the "soft, transferable or life skills" aredeveloped through group work and other forms of work-related and social activities, employability of theCentre beneficiaries has been evaluated, in whose placement the Croatian Employment Service mediatedafter the completed program of vocational rehabilitation. CES selects beneficiaries of vocationalrehabilitationpursuanttotheproceduresofprofessionalselectionandisinvolvedintheprocessofmonitoring the beneficiaries' progress, program evaluation; it pays out allowance to beneficiaries, thetransportation and insurance costs, and works on the improvement of this form of vocationalrehabilitation along with other partners. Considering the prior positive experience, the Service plans tocontinue participating in similar projects of rehabilitation of unemployed persons.Croatian Employment Service, the Regional Office of Zagreb and the City of Zagreb are URIHO'spartners for the implementation of grant scheme "Introduction of the model of the virtual workshop forthe long-term unemployed persons with disabilities with the aim of increasing their employability" forwhich funds were awarded under the IPA project of "Fostering Effective Inclusion of Persons withDisabilities into the Labour Market".The aim of project is to establish a virtual workshop for long-term unemployed people with disabilitiestrained for administrative, commercial, accounting and financial professions. Working situations aresimulated in the virtual workshop, enabling beneficiaries to expand their knowledge and skills necessaryforeffectiveintegrationintotheworkingenvironment.Theabovemodelpractises"softorlifeskills"suchas: teamwork, decision making, communication skills, stress management, creative and critical thinkingetc. Beneficiaries of the virtual workshop gather work experience via the latest information technologiesand networking.In addition to various models of improving vocational rehabilitation according to the NationalStrategy for Equalization of Opportunities for Persons with Disabilities in the period 2007 – 2015, theCroatian Employment Service also participates in the promotion of the disability-based rights andproposes the adoption of appropriate regulations.Unemployment and placement of persons with disabilities - figuresPersons with disabilities are one of the groups characterized by an aggravated access to the labour market.The conducted research confirms a combined impact of several diverse factors as a reason of aggravatedaccess to the open labour market – lack of information and insufficient awareness of employers and thesociety in general, inadequate educational structure of people with disabilities, lack of work experience,the consequences of long-term unemployment, etc.117
