2. Procedural Arrangements<br />

in order to etticiently carry out the Project,<br />

certain procedures will be followed. Some of the important<br />

ones axe identified below:<br />

a. New Working Relationship<br />

In an area project like this, it is unavoidable<br />

that dual supervision has to be used. There will be<br />

one more line of work-authority than usually is the case.<br />

Aithough such authority will be quite limited it will be<br />

well defined in order to eliminate confusion concerning<br />

lines of authority Briefly:<br />

(I) The Project Director will see that the<br />

provincial committee's work proceeds according to the operations<br />

plan. He Is entitled to request clarification and<br />

contribution from the piovincial committee or extend his<br />

assistance as he sees fit.<br />

(2: The field manager, as secretary of the<br />

p:ovincial committee, wiji liaison with the Chief District<br />

Officers and coordinate the area operations personnel<br />

working in Project tambons and manage Pro3ect support and<br />

technical backstoppin'c services, based on the operations<br />

pan and will report problems to the provincial committee<br />

for correction. Peisonnel of individual MOAC de<strong>part</strong>ments<br />

will keep the field manager informed about their plans and<br />

activities in Pro3ect tamnons.<br />

(3) The provincial committee will exert some<br />

authority over <strong>part</strong>icipating officers operating within the<br />

province who represent their functional de<strong>part</strong>ments. The<br />

de<strong>part</strong>ments must abide by the common operations plan, which<br />

they have jointly agreed upon.<br />

b. Personnel Selection and Recruitment<br />

A committee on Project personnel selection<br />

and recruitment will be set up by the Northeast Regional<br />

Office of Agriculture, with major guidei.Lnes given and<br />

approved by the Committee on Northeast Ralinfed Agricultural<br />

Development. Appropriate personnel wili be screened and<br />

selected to suit <strong>part</strong>icular positions,. Personnel assigned<br />

to Project provinces will be nominated ny the Project<br />

Director and appointed by the Provincial Governor.
