functional and agricultural commodity lines, Although the<br />
Depar'ment of Agriculture has recently established a Cropping<br />
Systems Division to begin to invest.igate the interrelationships<br />
between various cropping activities, there is still, no way<br />
" to integrate other elements such.as livestock, fisheries,<br />

analysis, cooperative organlzation., land reform and other<br />
aspects are also the domain of individual de<strong>part</strong>ments.'<br />
The MOAC has proposed that. the Project follow some<br />
of the recommendations of the recertly-appioved NIDA report<br />
on the roles and functions of the Regqoni Agricultural<br />
Offices by locattng the NERAD Prcject Management Office at<br />
NEROA, which is the Northeast regicnal unit of the Office of<br />
the Under-Secretaryof MOAC. Other thb,.n a few key Project<br />

The farming system assessments and the systematic<br />
refinement and implementation of agricultural technology<br />

The Project will address these problems in one of<br />
two ways: (1) For those p:oblems wbhch can be addressed by<br />
short-term applied research, the multi.-dA.sciplinary staff of<br />
the NERAD Project, rep~cesent.ng the various MOAC de<strong>part</strong>ments<br />
and supplemented by local<br />
and expatriate consultants, will<br />
perform the necessary appl.ied research in Pro3ect tambons,<br />
or at NEROA or local de<strong>part</strong>ment fac.1iti'as if necessary.<br />
Selection and monitoring of these actvitries will be performed<br />
by the Project management and techniLcal staff, who<br />
will meet regularly to develop and evaluate the progress of<br />
this program. (2) Those problems which require longer-term<br />
or more basic research will be clearly identified and<br />
referred to the. appropriate agency of the MOAC for solution<br />
as <strong>part</strong> of theic on-going research programs.<br />

basic problems: 1) it w~ll provide the multi-d,sciplinary<br />
team necessary to assess fa.ming system constraints and<br />
solving rainied agricultural problems<br />
