Northeast Rainfed<br />
Agricultural Development<br />
Project No. 493-0308<br />
Pursuant to Section 103 of the Foreign Assistance Act of 1961, as amended<br />
(the "FAA"), I hereby authorize the Northeast Rainfed Agricultural Development<br />
Project (the "Project") for Thailand (the "Cooperating Country"), involving<br />
planned obligations of not to exceed Six Million Three Hundred Thousand<br />
United States Dollars ($6,300,000) in loan funds (the "Loan") and Three<br />
Million Seven Hundred Thousand United States Dollars ($3,700,000) in grant<br />
funds (the "Grant") over a five-year period from date of authorization,<br />
subject to the availability of funds in accordance with the A.I.D. OYB/<br />
allotment process, to help in financing foreign exchange and local currency<br />
costs for the Project.<br />
The Project will establish in representative tambons of Northeast Thailand<br />
a replicable agricultural development program for increasing farm productivity<br />
and farm income, <strong>part</strong>icularly among lower income farmers in the<br />
rainfed agricultural zones. It will be necessary in such rainfed areas to<br />
adopt a multi-intervention approach, including planning, research and<br />
demonstration, appropriate and varied farming practices, extension, and<br />
development of available water resources.<br />
A.I.D. funds will assist<br />
principally in providing technical assistance, training for farmers and<br />
extension personnel; intensified Cooperating Country support in the target<br />
areas; required construction and equipment purchases; and water resources<br />
development, land/soil modifications, surveys, mapping, research and demonstrations.<br />
The Project Agreement, which may be negotiated and executed by the officer<br />
to whom such authority is delegated in accordance with A.I.D. regulations<br />
and Delegations of Authority, shall be subject to the following essential<br />
terms and covenants and major conditions, together with such other terms<br />
and conditions as A.I.D. may deem appropriate.<br />
a. Interest Rate and Terms of Payment<br />
The Cooperating Country shall repay the Loan to A.I.D. in United<br />
States Dollars within forty (40) years from the date of first disbursement<br />
of the Loan, including a grace period of not to exceed ten (10) years. The<br />
Cooperating Country shall pay to A.I.D., in United States Dollars, interest<br />
from the date of first disbursement of the Loan at the rate of (i) two
