a. Enlineer-na Arrangements<br />

design and supervlsi3n input ate the water resource modifications,<br />
land modifications and facilities construction.<br />
For a±i of these eLements it was decided that a single<br />
agency, the De<strong>part</strong>ment of Land Development (DLD) of MOAC,<br />
should assume responsibility for construction activities in<br />
order to provide unified control, DLD has wide experience<br />
in these areas and last year i1 9 8 0) constructed 367 water<br />
improvements ;221 by force account and 146 ny contract).<br />
DLD is also the designated RTG agency for land shaping and<br />
small scale water resouice activities.<br />
DLD plans to provide a survey and design team<br />
to the Project beginning in year one, ana to follow up with<br />
designation of a construction supervision team and two<br />
additional inspectors beginning yeaK two when construction<br />
activities are scheduied to aegin, To coordinate the work<br />
and provide liaison with the Proiect, DLD will assign an<br />
experienced, senior enganeer tuli-time to the Project who<br />
will be stationed in the Noitneast. Ai± other technicai<br />
expertise will be hired especiaily for tne Pioject to assure<br />
their full-time commitment. (Figure 1l1-C shows Organization<br />
Chart.)<br />
As in other recent AiD project;, all con<br />
struction services for the water resource activities will be<br />
contracted from local, experienced contractors which are in<br />
good supply in the Northeast. it in pJanne6 that land<br />
shaping and terracing will be done by DLD force account<br />
because of the need to worK closely with faimets on this<br />
component.<br />
The above arrangement represents an improvement<br />
over existing procedures. Up to now DLD has not<br />
stationed engineers in the tield but has reiied on temporary
