A SunarLy Administiative Analysis and Proposed Project<br />
Ocan.zation and Pocedua Arr'angements<br />
As mentiuned earlier in this PP, the activities to be<br />
undertaken under the NERAD scheme fall into the purview and<br />
responioilitiss of several de<strong>part</strong>ments of the Thai Ministry<br />
of Agriculture and Cooperatives (MOAC). Normaily, even<br />
te-ng in the same ministry, these agencies operate quite<br />
independently, which tends to reduce their effectiveness<br />
wnen wcriing toward the common objective of improving the<br />
wel;-tenqn of the poor iarmers. SUccess in introduction of<br />
integrated prozects to increase government capability to<br />
serve the farmers is strIl limited and not satisfactory<br />
mai ,ly because old attitudes and wcrking methods still<br />
prevail. Other ptcbiem areas discussed further in Annex<br />
VIII) with current administration of many agricultural<br />
development activities include j±) planning and implementation<br />
of development activities by separate agencies<br />
independent of each other with little or no cooperative<br />
effort on :elated activities, 2) separate de<strong>part</strong>mental<br />
budget allocat~ons for activities rather than integrated<br />
budgeting by projects, 3; insutficient supervision of<br />
activities in the iield, (4; centralized decision making,<br />
with little delegatior to the field, 00 few incentives to<br />
reward performance<br />
To improve the administrative system _t is now the<br />
policy of the Thai Government to decentralize planning and<br />
implementation zo the regions, ttus increasing the probability<br />
of addressing effectively the needs and pnoblems of<br />
<strong>part</strong>icular areas.<br />
In recognition of this policy and the problems it<br />
responds to, the proposal toi the organization and procedural<br />
arrangements toi NERAD Wi-I have an aiea-based focus<br />
on efforts to coordinate and to decentralize agricultural<br />
development activities<br />
Existing units will be utilized as<br />
much as possible in order to avoid duplication and<br />
unnecessary waste,<br />
1- Olanizatonal Arrangements<br />
There are five levels of organizational arrangements<br />
whic.h are neeaed in this project, i.e. at to~e national,<br />
regional, provincial, district and tambo levels.
