suggestions for rained agricultural development, statistics<br />
and data related to agriculture, geographical characteristics<br />
and climatic conditions, and general farming systems in the<br />
region.<br />
- Another multi-agency MOAC working group of<br />
technic-ans was appointed to formulate Project site selection<br />
critecia, identify potential sites, conduct a reconnaissance<br />
survey of potential sites, and make final site selection.<br />
- This multi-de<strong>part</strong>mental process continued with the<br />
determination of the skills required for project design and the<br />
formulation of terms of reference for the Design Team.<br />
- The MOAC NERAD Project Design Committee was then<br />
appointed, including representatives of all concerned<br />
de<strong>part</strong>ments, chaired by NEROA, with the Projects Division<br />
furnishing the vice-chairman and OAE the secretary. Representatives<br />
of NEROA and OAE travelled to the U S. to <strong>part</strong>icipate<br />
in the selection of the US. members of the Design Team through<br />
the Title XI Collaborative Assistance process, and the<br />
Committee furnished suggestions for Thai consultants.<br />
- Again, all concerned de<strong>part</strong>ments furnished technical<br />
specialists ior an MOAC technical team which visited all<br />
selected Project tainbons to collect. background information and<br />
formulate recommendations for NERAD activities, to be used as<br />
background for the Pzoject Design Team. OAE also conducted<br />
a househoid socio-economic survey (see section B, below),<br />
which included suggestions on data needs from specialists of<br />
various de<strong>part</strong>ments.<br />
- Finally, the MOAC NERAD Project Design Committee<br />
furnished the support necessary foc the NERAD Project Design<br />
Team to conduct its investigations and design work, including<br />
visit support, data from previous de<strong>part</strong>mental research and<br />
development efforts, policy guidance, etc<br />
As this list of activties indicate, the development and<br />
design of the NERAD Project has been d milestone in the<br />
collaborative multi-de<strong>part</strong>menta development of an important<br />
agricultural development project Throughout this process<br />
all de<strong>part</strong>ments have been very cooperative and responsive<br />
to Project design needs. It is this type of cooperation which<br />
demonstrates both the concern of the various MOAC de<strong>part</strong>ments<br />
regarding rainfed agricultural research and development, and<br />
the potential of a project such as NERAD.
