C. Evaluation P1n and MontorinjArrangements<br />
Continual ciose mcrltoring and careful evaluation of<br />
NERAD pro3ect activities and impact are central concerns.<br />
These concerns ate <strong>part</strong>iculariy important for this Project,<br />
since it is conceived as the first phase of implementation<br />
of what wril De (it it produces sufficient results) a<br />
regionai program for the development of rainfed agriculture.<br />
MOAC has, therefore, indicated a desire to take a strong<br />
lead in Project evaluation.<br />
I General Evaluation Atrangements<br />
it will be the duty of the Pro3ect Management<br />
Statf, in coilaborat)on with the Agriculturai Project<br />
Evauataon Divisicn of the Office of Agricultural Economics,<br />
to evaluate Project progress in carryng out Project plans.<br />
The Agxicultural Projects Evaluation Division of the Office<br />
of Agicultural Economics will report on Pro3ect progress<br />
and problems to the MOAC Agricultural Policy and Planning<br />
Committee. Data wri± also be collected by the Research<br />
Division of the Office of Agricultural Eccnomics and will be<br />
piovided tc the NERAD Project Management Staff to assist in<br />
the monitoring of Pro3ect progress The Project Management<br />
Staff wilL provide relevant data to the Pianning Divisions<br />
of the various De<strong>part</strong>ments involved in Project activities.<br />
in-depth RTG-USAID evaluations of Prcject activires to<br />
include externai ccnsuitant assistance are espected to-be<br />
conducted in year 4 and year 7 of Project implementation.<br />
However, these dates are tentative and will depend on the<br />
needs of the Project anid the RTGA!D.<br />
2, Evaluation Data Sources<br />
a. Baseline Data<br />
A substantial amount of data has already been<br />
collected in a socio-economic survey of 15% of the households<br />
of the 8 project tambons conducted by the Research<br />
Division f the Utice f Agricultural Economics, During<br />
the early stages of pioject implementatiun, as detaived<br />
Project plans are developed, any additional data needs<br />
