e. Disbursement Procedures.<br />

Prior to the disbursement of funds for project<br />

activities in each tambon, a tambon area development plan must be<br />

approved by the MOAC NERAD Committee and submitted to USAID to<br />

provide evidence of adequate planning and proper selection. This<br />

plan will be developed b,, the Tambon Agricultural Development<br />

Committee (TADC), approved by the Provincial NERAD Sub-Committee,<br />

and forwarded to the Project Director's office at NEROA. Before<br />

forwarding plans to the MOAC NERAD Committee, the Project<br />

Director will utilize the technical staff assigned to NEROA to<br />

determine the technical, engineering, and economic feasibility<br />

of the plans. Plans submitted to the MOAC NERAD Committee<br />

will have the Project Director's endorsement regarding<br />

suitability and feasibility.<br />

The TADC will periodically revise and update tambon plans in<br />

light of the progress and experience gained in project implementation.<br />

Minor changes in the plans can be approved by the<br />

Project Director, but subsequent annual plans and major revisions<br />

must go through the same approval process as the initial plan.<br />

NERAD Project Field Managers and other Project staff will be made<br />

available to assist the TADC in the development of these plans.<br />

Upon notification that activities within the approved tambon plan<br />

have been completed, AID will disburse up to the maximum amount<br />

agreed to in that plan. For all engineering work USAID will<br />

certify satisfactory completion prior to reimbursement; for all<br />

agricultural works USAID will depend on periodic monitoring by<br />

the Project Officer, the Technical Assistance Team, and the<br />

Liaison Officers to provide information regarding satisfactory<br />

completion. Also, a Management Information System which will<br />

provide a regular flow of information on Project activities will<br />

be established to provide both the Project Director and USAID<br />

with information for monitoring the progress and completion of<br />

Project activities. (A consultant is being recruited during the<br />

summer of 1981 to devise a Management Information System for<br />

NERAD and other projects in the Mission).
