TEA's fco the 8 PRo~ect tambons. These supplemental TEAs<br />
w:ll provide the necessary man power for carrying out the<br />
activities added by the pr:Lact and continuation of the<br />
presently scheduled level or Train and Vist activities. At<br />

the same time all TEA s in prc3ect tambons will obtain,<br />
through formal tzaning and through working with technical<br />
support stafK; a greatly improved techr,.cal background and,<br />
through working in the v-11age ond tambon planning process,<br />
practical tzaining in developmen-al methcdcLogy. This<br />
should result Ln a core -f well-ta.ned cfricials who could<br />
be instrumnntal in tutute developmental projects of the<br />
DOAE. In additicn, Specialist Farmers wili be chosen among<br />
Co.F and other respected villager tor intensive short-term<br />
trainilg at NEROA or cthe: sunata e tzaining sites. These<br />
farmers will thus be better suited to assisting TEAs than<br />
the untrained Co,F, and in most cases will be paid to help,<br />
giving them an inert,ve tor ozoperation.<br />
The Project relarce on the use of these minimally<br />
trained and generally inexperienced oificials kby U.S.<br />
standards) represents a calculated risk. The odds are<br />
mitigated by piov'ding extens:ve training and a considerable<br />
amount of technica.A support through the Project. With these<br />
mitigating circumsrances the risk appears 3usttied.<br />
Experience has shown that relatively poorly trained technicians,".f<br />
properly motivated and supplied with administrative<br />
and techncai support, often perfcrm nearly as well<br />
as more highiy tra.ned individual. Further, the use of<br />
officials waUn ths level Rf training is required if the<br />
Pro3ect is to be cons..dered replicable on a wider scale.<br />
