The RTG does not exempt taxes or duties on<br />

loan-fananced imports so arrangements will be made to have<br />

MOAC reimburse local importers for all identifiable taxes on<br />

imported equipment, MOAC can directly pay customs and other<br />

fees for off-shore suppliers who do not have local agents.<br />

Procurement of U.S. vehicles has been a<br />

chronic problem in Thailand since no suitable two-wheel<br />

drive utility vehicles manufactured in the U.S. are available.<br />

RTG agencies accordingly prefer to use small Japanese<br />

right-hand drive pickup or jeep type vehicles that are<br />

<strong>part</strong>ially manufactured in Thailand and that have a strong<br />

dearer network and readily available spare <strong>part</strong>s and main-<br />

tenance throughout the country.<br />

To avoid the need to import<br />

unsuitable U.S. veh:cies, the sixteen pick-ups and one<br />

minibus proposed under the Pro3ect w-.ll be procured by the<br />

RTG using their own resources.<br />

Four jeeps will also be procured under the<br />

grant and these are pxoposed to be AMC CJ-8 vehicles under<br />

proprietary procurement arrangements AMC jeeps have been<br />

established under several earlier projects (e.g. Hill Area<br />

Education and Northeast Smali-Scale Educationt as the only<br />

suitaDle four-wheel drive U.S. utility vehicle for use in<br />

Thailand necause of their avaiiabiity with right hand drive<br />

and the availability of spare <strong>part</strong>s/servicing in rural<br />
