Special attention has to be made to develop<br />
the esprIL de corps of all the Project contributors. A<br />
feeling of equality and pride to <strong>part</strong>icipate in this<br />
ProjecL should be promoted and maintained throughout the<br />
Project life. This has to be done by conscious design, and<br />
by using various techniques of group dynamics. Special<br />
workshops will be held to assure a common direction and<br />
share important experience among Project personnel.<br />
d. Working Group Method<br />
If there is need for extended deliberation on<br />
any subject, such as setting of policy guidelines, operation<br />
plan, implementation techniques, operations guidelines, or<br />
conditions of work, a task force or work group should be set<br />
up for a certain period of time. This is to avoid the need<br />
for long-standing committees, each with few activities to<br />
do, and to limit numbers only to those with qualifications<br />
approptiate for a <strong>part</strong>icular mission.<br />
e. Pianning-Programming-Budgting System<br />
In order to best address coordination problems<br />
met in the past, packaged project planning and unified<br />
budget preparation, request and appLoval should be used.<br />
This will be followed by a series of operations plans. The<br />
operations plans should be prepared in progressively greater<br />
detail, respectively, by the Project Director, the provincial<br />
implementation and coordination committee, and the<br />
field manager. The operations plan will relate activities<br />
to be undertaken with the supporting resources and the time<br />
available, Budget requests of <strong>part</strong>icipating de<strong>part</strong>ments to<br />
implement plans will be submitted to the Project Director,<br />
who will submit the unified budget request each fiscal year.<br />
B. Implementation Plan<br />
It should be noted from the outset that because this<br />
Project is designed for bottom-up decision making and<br />
because these decisions will differ among villages and<br />
tambons and cannot be made in advance of activities designed<br />
to enable villagers and lower level officials to make<br />
informed decisions, a precise schedule of implementation<br />
events cannot be made, Nonetheless, implementation plans<br />
