The first yea, implementation steps are crucial to<br />

the success or the PLo3ect. The considerable time expected<br />

for assembling and tLaining Pro3ect staif, detailed planning<br />

of initial Pro3ect activities, development of Project operational<br />

plans and assignment of responsibilities to MOAC<br />

agencies, is a result ot three factors. The first, which<br />

has already been mentioned, is the Project commitment to<br />

bottom-up planning. The second is the fact that when the<br />

need for adequate start-up time is ignored a project<br />

invariably tails behind schedule. The third involves the<br />

Project's comitment to integrated pLanning and cooperative<br />

implementation Cooperative implementation requires<br />

integrated planning by the indivduals who will be responsible<br />

for the impLementation. The process oi initially<br />

training project personnei followed by project planning by<br />

these s;me individuals can substantially enhance the possibilities<br />

for truly cocperctive implementation. Itis also<br />

essential that the mapping act.vities and site selection and<br />

engineering for in'.tia soil and water structures be done<br />

and that field researco be started at or near the beginning<br />

of the second pro;ect year. These activitiea along with<br />

village involvement in planning act i'.ites will provide a<br />

firm basis for village commitment to the Pro3ect, and show<br />

beneficiaries that concrete benefits wili be forthcoming at<br />

an early stage ot implementation,
