• Used the simulation model <strong>to</strong> determine whether full National Coverage of centres is a costeffective<br />

proposition under the current allocation model. Our analysis suggests expanding<br />

beyond a hypothetical Round 10 (for 32 new centres) would result in inefficient allocation of<br />

resources<br />

• Examined the strengths and weaknesses of the method and assumptions underpinning the<br />

current model of centre allocation used by the Department<br />

• Proposed alternative models of centre allocation and <strong>headspace</strong> service expansion, which<br />

address specific weaknesses in the current model, for consideration by the Department<br />

• Identified the additional scoping and data requirements <strong>to</strong> provide a more detailed<br />

examination of these alternative approaches <strong>to</strong> expansion of the <strong>headspace</strong> model, and<br />

• Highlighted the need for consideration of increased flexibility in <strong>headspace</strong> funding allocation<br />

at the centre level and investigation of alternative methods of expansion and modes of<br />

service delivery with the aim of balancing costs against improvements in access for <strong>young</strong><br />
