application of power or force, or a new combination<br />
of any kind, if he can establish <strong>and</strong> <strong>make</strong><br />
good his claim before the officers appointed by<br />
law <strong>to</strong> inquire in<strong>to</strong> such matters; shall be pro-<br />
tected in the exclusive use, manufacture, or sale<br />
of such invention or discovery, as far as the law<br />
can so protect, for <strong>it</strong> can not be denied that<br />
beyond a certain point the law is of no avail <strong>to</strong><br />
protect a man in such exclusive use or sale<br />
indeed, the law is unable <strong>to</strong> protect the govern-<br />
ment <strong>it</strong>self against the aggressions of those <strong>to</strong><br />
whom the law <strong>make</strong>s such aggression prof<strong>it</strong>able.<br />
Let the tax on any one article of importation be<br />
made so high as <strong>to</strong> render smuggling prof<strong>it</strong>able,<br />
<strong>and</strong> behold w<strong>it</strong>h what difficulty smuggling is put<br />
