Following are the objectives behind development of this M&E Plan:<br />
� To commonly agree with Global Fund on the indicators to be used, targets to be achieved, to<br />
demonstrate performance and consequently ensure continued funding.<br />
� To constitute a reference document for the Project Management Unit (PMU) of the Principal<br />
Recipient (PR) for monitoring the implementation of project activities being implemented under<br />
the Global Fund Rd 9 project and effectiveness in reaching predetermined targets.<br />
� To constitute a reference document for all Sub Recipients (SRs) under the project to undertake<br />
monitoring of their own set of activities.<br />
� To define all standard indicators that will be reported to Global Fund as part of this project.<br />
� To define tools for program review by putting in place mechanism for routine data collection,<br />
analysis and reporting<br />
� To put in place supportive supervision plan for monitoring SRs<br />
� To define uniform data collection and reporting tools for the SRs.<br />
� To describe a system for quality assurance with emphasis on ensuring the delivery of accurate<br />
and reliable project data.<br />
The salient features of this monitoring and evaluation plan are as follows:<br />
� It was jointly developed by the PR and the SRs. Series of workshops and consultations were<br />
organized for the purpose including a 5 day M&E Toolkit workshop from June 7-11, 2010. The<br />
final workshop was organized from October 4-8, 2010 to bring closure to development of this<br />
plan, tools, supportive supervision plan and checklists.<br />
