attorneys practicing before the <strong>USPTO</strong> <strong>and</strong> in Federal<br />

Court. In keeping with the AIA, schools are required<br />

to provide pro bono legal services to independent<br />

inventors <strong>and</strong> small businesses.<br />

Providing Domestic Education Outreach <strong>and</strong><br />

Capacity Building<br />

The <strong>USPTO</strong>, through the Global IP Academy (GIPA) in<br />

the Office of Policy <strong>and</strong> External Affairs, provides IP<br />

educational opportunities to U.S. <strong>and</strong> foreign government<br />

officials, domestic small <strong>and</strong> medium-sized<br />

enterprises (SMEs), universities, foreign officials, <strong>and</strong><br />

the public. The GIPA provides expertise on administration,<br />

protection, <strong>and</strong> enforcement in all areas of<br />

domestic <strong>and</strong> international IP. In FY 2012, the GIPA<br />

conducted 140 training programs for foreign government<br />

officials, reaching an audience of more than<br />

9,217 foreign government officials from 130 countries.<br />

MANAGEMENT’S DISCUSSION AND ANALYSIS<br />

U.S. SMEs, with an audience of more than 4,227<br />

people for those programs [These numbers reflect<br />

data through 9/30/2012 in Q4 of FY 2012]. Domestic<br />

programs include outreach to Native American<br />

tribes, educational programs on IP awareness, <strong>and</strong><br />

China Road Shows providing IP information to SMEs<br />

seeking to do business in China. The GIPA has<br />

increasingly engaged members of the judiciary<br />

within the U.S. <strong>and</strong> abroad. Additionally, the GIPA<br />

partners to develop <strong>and</strong> deliver educational<br />

outreach programs with other areas of the United<br />

States Government (USG), in particular the Small<br />

Business Administration, bureaus of the Department<br />

of Commerce including the Minority Business Development<br />

Agency, <strong>and</strong> the U.S. Export Assistance<br />

Centers of the U.S. Commercial Service.<br />

The GIPA is using technology to make training<br />

programs more efficient <strong>and</strong> to exp<strong>and</strong> the reach of<br />

those programs. For example, the GIPA hosts a<br />

database of all training <strong>and</strong> capacity building activities<br />

conducted by U.S. government agencies.<br />

In addition, the GIPA hosts e-learning modules on its<br />

website. Those modules, which are available in<br />

seven different languages, have received over<br />

20,000 hits since they were first posted on the site in<br />

2010. The GIPA also is using webinars to provide<br />

“train-the-trainer” <strong>and</strong> small business outreach.<br />

The efforts by the <strong>USPTO</strong> will facilitate the export<br />

capabilities of domestic industry <strong>and</strong> SMEs, <strong>and</strong><br />

ensure their competitiveness around the world.<br />

As illustrated in Figures 23, 24, <strong>and</strong> 25, these charts<br />

provide the number of programs, officials, <strong>and</strong><br />

countries trained by the GIPA.<br />
