2015_Strategic_Human_Capital_Plan.pdf, which is<br />
aligned with the <strong>USPTO</strong> 2010-2015 Strategic Plan,<br />
provides guidance, structure, <strong>and</strong> specific human<br />
capital goals <strong>and</strong> objectives.<br />
Moving forward <strong>and</strong> in line with the D&ISP, OEEOD<br />
intends to support the agency’s hiring initiatives by<br />
helping to recruit a diverse pool of well-qualified applicants.<br />
OEEOD will support hiring by identifying<br />
sources of diverse <strong>and</strong> well-qualified applicants, coordinating<br />
with the affinity groups to support recruitment<br />
efforts, <strong>and</strong> assisting with the on-boarding<br />
process.<br />
OEEOD is also working with OHR to develop an<br />
executive development program to increase the<br />
diversity of the agency’s SES, which is currently not<br />
reflective of the agency’s overall diversity. The development<br />
program will incorporate best practices for<br />
identifying <strong>and</strong> nurturing a diverse pool of future<br />
executives.<br />
OEEOD continues its responsibility for ensuring that<br />
the agency remains a fair workplace with equal<br />
opportunity for all. OEEOD is working to maximize<br />
available technology to become a leader in user <strong>and</strong><br />
results oriented investigations so that issues are<br />
h<strong>and</strong>led in an efficient, collaborative, <strong>and</strong> accessible<br />
manner.<br />
Create IT Enterprise Architecture <strong>and</strong> tools<br />
that Support Mission-Critical Business <strong>and</strong><br />
Programmatic Requirements<br />
In FY 2013, the <strong>USPTO</strong> will continue to take steps to<br />
improve its ability to be more responsive, better<br />
manage, <strong>and</strong> deliver quality products at enhanced<br />
service levels. This will be accomplished by reducing<br />
the complexity of systems, establishing <strong>and</strong> enforcing<br />
more st<strong>and</strong>ards, <strong>and</strong> practicing continual process<br />
improvement.<br />
The challenge facing the OCIO will be in continuing<br />
efforts to:<br />
●● Work on strengthening our IT Infrastructure <strong>and</strong><br />
moving to a “cloud” computing environment;<br />
●● Complete the expansion of IT infrastructure to<br />
include faster network connections to/from <strong>USPTO</strong><br />

of new employees; provide internal on-line<br />
tools (regarding consistency <strong>and</strong> quality of<br />
searching <strong>and</strong> examination); provide electronic<br />
file management <strong>and</strong> workflow; develop interactive<br />
on-line electronic filing capabilities <strong>and</strong><br />
upgrade e-tools to the public; help move the<br />
<strong>USPTO</strong> to full electronic records <strong>and</strong> eliminate the<br />
need to collect <strong>and</strong> store paper records; <strong>and</strong><br />
continue to improve overall data quality;<br />
●● Work with the OCFO to plan, implement, <strong>and</strong><br />
support the Fee Processing Next Generation (FPNG)<br />
system that will integrate with the business IT systems<br />
for the <strong>Patent</strong> <strong>and</strong> Trademark organizations; <strong>and</strong><br />
●● Continue to add datasets to the U. S. government’s<br />
www.data.gov <strong>and</strong> www.google.com website,<br />
providing the public with no-cost access to bulk<br />
text <strong>and</strong> image data collections of current <strong>and</strong><br />
retrospective patent <strong>and</strong> trademark data.<br />
