Status Recommendation Action Plan<br />

FY 2011 Closed Before development starts on the next<br />

(second) release of PE2E, the <strong>USPTO</strong><br />

Director should direct the appropriate<br />

<strong>USPTO</strong> officials to improve PE2E planning<br />

by developing:<br />

a) A description <strong>and</strong> schedule of<br />

releases based on prioritized high-level<br />

requirements for the entire project, <strong>and</strong><br />

b) High-level designs for the service<br />

architecture for the entire project.<br />

FY 2011 Closed The <strong>USPTO</strong> Director should direct the<br />

appropriate <strong>USPTO</strong> officials to update the<br />

current acquisition plan before seeking<br />

contractor support for future PE2E releases.<br />

The plan should describe:<br />

a) The strategy for acquiring contracting<br />

resources that includes the overall<br />

acquisition approach, the process<br />

for acquiring, <strong>and</strong> how it will motivate<br />

contractor performance, <strong>and</strong><br />

b) How <strong>USPTO</strong> will manage risks to avoid<br />

development delays, overcome<br />

limited resources for soliciting <strong>and</strong><br />

administering multiple contractors,<br />

<strong>and</strong> successfully manage multiple<br />

contractors.<br />

FY 2011 Open The <strong>USPTO</strong> Director should direct the<br />

appropriate <strong>USPTO</strong> officials to improve<br />

oversight of<br />

PE2E by:<br />

a) Updating <strong>USPTO</strong> oversight procedures<br />

for PE2E by establishing<br />

• the key milestone oversight review<br />

schedule,<br />

• criteria for evaluating project<br />

progress at oversight reviews, <strong>and</strong><br />

• thresholds for convening special<br />

oversight reviews<br />

b) Seeking independent expert advice on<br />

technical <strong>and</strong> project management<br />

for input into milestone reviews <strong>and</strong><br />

defining the rules of engagement<br />

for independent reviewers, including<br />

when advice will be sought <strong>and</strong><br />

access given to project artifacts <strong>and</strong><br />

personnel.<br />

FY 2012 Open Conduct a more comprehensive<br />

calculation for costs <strong>and</strong> cost avoidance<br />

related to PHP in order to obtain more<br />

accurate estimates of the cost <strong>and</strong><br />

benefits affiliated with this program.<br />

MANAGEMENT’S DISCUSSION AND ANALYSIS<br />

a) The <strong>USPTO</strong> will create a description<br />

<strong>and</strong> schedule of releases based on<br />

prioritized, high-level requirements<br />

that covers the entire duration of PE2E<br />

development through the decommissioning<br />

of legacy <strong>USPTO</strong> systems.<br />

b) The <strong>USPTO</strong> will complete a high-level<br />

design <strong>and</strong> architecture for the entire<br />

duration of PE2E development through<br />

the decommissioning of legacy<br />

systems.<br />

a) The <strong>USPTO</strong> will document plans for<br />

obtaining contracting resources<br />

during FY 2012; starting in the third<br />

quarter of FY 2012, the <strong>USPTO</strong> will<br />

document plans for obtaining<br />

contracting resources during FY 2013.<br />

This plan will include the strategy<br />

for acquiring contractor resources<br />

which includes the overall acquisition<br />

approach, the process for acquiring,<br />

<strong>and</strong> how it will motivate contractor<br />

performance.<br />

b) The <strong>USPTO</strong> will create backup plans<br />

with assessed impacts on schedule<br />

so that such contingencies can be<br />

accommodated within a framework<br />

that allows for timely deliverable of<br />

PE2E releases.<br />

a) The <strong>USPTO</strong> will ensure that key<br />

milestone reviews are conducted<br />

semi-annually with the ITIRB <strong>and</strong><br />

quarterly with the CRB. In addition<br />

the CRB will receive monthly financial<br />

<strong>and</strong> summary progress reports.<br />

b) To ensure PE2E is achieving its<br />

milestones <strong>and</strong> following applicable<br />

government <strong>and</strong> industry best<br />

practices for development, the <strong>USPTO</strong><br />

has retained a world-class expert<br />

on legacy migration <strong>and</strong> business<br />

architecture to provide insight,<br />

validate, <strong>and</strong> offer corrective advise<br />

for PE2E development, deployment,<br />

<strong>and</strong> application migration strategies.<br />

Undertake an assessment of the costs<br />

<strong>and</strong> cost avoidance associated with the<br />

PHP as part of the Cost Benefit Analysis<br />

for the Telework Enhancement Act Pilot<br />

Program.<br />
