●● Significant strides were made in implementing<br />
Homel<strong>and</strong> Security Presidential Directive 12<br />
(HSPD-12). In FY 2012, an additional 7,013 federal<br />
government identification cards have been issued<br />
as of September 30, 2012, bringing the total number<br />
of cards issued to 9,024.<br />
●● The <strong>USPTO</strong>’s emergency preparedness programs<br />
were improved by the rollout of updated plans for<br />
continuity of operations <strong>and</strong> emergency operations.<br />
To further enhance its emergency preparedness<br />
posture, Continuity of Operations Plan (COOP)related<br />
tabletop exercises were held with Business<br />
Unit COOP managers, Emergency Response Group<br />
personnel, <strong>and</strong> Reconstitution Team members.<br />
Advancements in Telework<br />
Telework at the <strong>USPTO</strong> continues to be a primary<br />
corporate business strategy <strong>and</strong> the <strong>USPTO</strong> continues<br />
to be a model for telework in the federal government.<br />
More than 7,300 employees agency-wide are working<br />
from home at least one day per week, translating to<br />
66 percent of the <strong>USPTO</strong> workforce. This is an increase<br />
of nearly 700 teleworking employees from last fiscal<br />
year. Additionally, between the 4th Quarter of FY 2011<br />
<strong>and</strong> the 4th Quarter of FY 2012, the percent of:<br />
●● Positions eligible to telework decreased from<br />
78 percent to 73 percent (+462 eligible positions<br />
agency-wide) 1<br />

As part of the Telework Enhancement Act of 2010, the<br />
<strong>USPTO</strong> was granted legislative authority to conduct the<br />
federal government’s initial Telework Travel Expenses Test<br />
Program. The Telework Enhancement Act Pilot Program<br />
(TEAPP) allows employees to waive their right to travel<br />
expenses for up to six annual m<strong>and</strong>atory trips back to<br />
the <strong>USPTO</strong> headquarters in Alex<strong>and</strong>ria, Virginia. Hoteling<br />
(or full-time teleworking) employees may now elect,<br />
voluntarily <strong>and</strong> for their own convenience, to live greater<br />
than 50 miles from the <strong>USPTO</strong> campus, by becoming a<br />
TEAPP participant <strong>and</strong> thereby effectively changing<br />
their duty station. As of the end of the third quarter<br />
FY 2012, 846 employees were participating in the TEAPP.<br />
The map in Figure 30 shows where <strong>USPTO</strong> hoteling<br />
employees, including TEAPP participants, are residing.<br />
Equal Employment Opportunity <strong>and</strong> Diversity<br />
On October 1, 2010, the agency reorganized its operational<br />
structure establishing the new Office of Equal<br />
Employment Opportunity <strong>and</strong> Diversity (OEEOD) with<br />
the goal of supporting an increasingly diverse<br />
workforce. In FY 2012, the <strong>USPTO</strong> upgraded, recruited,<br />
<strong>and</strong> filled the Director of OEEOD position at the SES<br />
level. The Director of OEEOD reports directly to the<br />
Under Secretary <strong>and</strong> Director <strong>and</strong> is a member of<br />
the agency’s Executive Committee <strong>and</strong> Manage-<br />
