ART. 15. All matters in the Grand Lodge are to be<br />

determined by a majority of votes; each member having<br />

one vote, and the Grand Master two votes; unless the<br />

Lodges leave any particular thing to the determination of<br />

the Grand Master for the sake of expedition.—( Old Reg.,<br />

Article 12.)<br />

The opinions or the votes of members are always to be<br />

signified by each holding up one of his hands: which up­<br />

lifted hands the Grand Wardens are to count; unless the<br />

numbers of hands be so unequal as to render the counting<br />

useless. Nor should any other kind of division ever be<br />

admitted among Masons.—(New Reg., Art. 39.)<br />

ART. 16. At the third st<strong>ro</strong>ke of the Grand Master's<br />

Hammer, (always to be repeated by the Senior Grand War­<br />

den,) there shall be a general silence, whenever the Grand<br />

Master or Deputy shall think fit to rise f<strong>ro</strong>m the Chair, and<br />

call to Order.<br />

In the Grand Lodge, every member shall keep his seat,<br />

and not move about f<strong>ro</strong>m place to place, during the Commu­<br />

nication ; except the Grand Wardens, as having more imme-<br />

idiately the care of the Lodge.<br />

According to the order of the Grand Lodge, on April<br />

21,1730, (as in the Lodge Book,) no B<strong>ro</strong>ther is to speak<br />

but once to the same affair, unless to explain himself, or when<br />

called by the Chair to speak.<br />

Every one that speaks shall rise and keep standing,<br />

addressing himself to the Chair: Nor shall any presume to<br />

interrupt him, under the foresaid penalty ; unless the Grand<br />

Master, finding him wandering f<strong>ro</strong>m the point in hand,<br />

shall see fit to reduce him to order ; for then the said Speaker
