Brethren that shall be recommended by the coEtributing<br />

Lodges to the Grand Off<st<strong>ro</strong>ng>ice</st<strong>ro</strong>ng>rs, f<strong>ro</strong>m time to time.<br />

The motion being readily agreed to, Richmond, Grand<br />

Master, desired all present to come prepared to give their<br />

opinion of it at next Grand Lodge ; which was held in ample<br />

form on March 17th, 1724, when<br />

ART. 3. At the Lodge's desire, Grand Master Rich­<br />

mond named a committee for considering of the best methods<br />

to regulate the said Masons general charity ; they met, and<br />

chos« for Chairman, William Cowper, Esq., Clerk of the<br />

Parliament, who drew up the report. But the affair requir­<br />

ing great deliberation, the report was not made till the Grand<br />

Lodge met in ample form, on November 27, 1725, when<br />

Richmond, Grand Master, ordered the report to be read. It<br />

was well app<strong>ro</strong>ved and recorded in the book of the Grand<br />

Lodge; for which that committee received public thanks, in<br />

this form; the committee, to whom it was referred to consider<br />

of p<strong>ro</strong>per methods to regulate the general charity, after<br />

several meetings for that purpose, came to the following<br />

resolutions, as condusive to the end p<strong>ro</strong>posed by the reference:<br />

1st. That it is the opinion of the committee, that the<br />

contributions f<strong>ro</strong>m the several Lodges be paid quarterly and<br />

voluntarily.<br />

2d. That no B<strong>ro</strong>ther be recommended by any Lodge a s<br />

an object of charity, but who was a member of some regular<br />

lodge, which shall contribute to the same charity, on or before<br />

the 21st day of November, 1724, when the general charity<br />

was first p<strong>ro</strong>posed in the Grand Lodge.<br />

3d. That no B<strong>ro</strong>ther who has been admitted a member of<br />

any such Lodge since that time, or shall hereafter be so<br />

admitted, be recommended till three years after such admis­<br />

sion ; and as to the methods or rules to be observed by the<br />

Grand Lodge, in relieving such Brethren, who shall be quali­<br />

fied as aforesaid, whom they 6hall think fit, upon application
