resp<strong>on</strong>sibility for providing this leadership <strong>and</strong> directi<strong>on</strong>. This organisati<strong>on</strong> should<br />
be capable of taking a clear overview of the R&D skills needs of the whole of the<br />
nuclear industry, existing <strong>and</strong> new, civil <strong>and</strong> defence. CoRWM believes that the<br />
Cogent Sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r Skills Council, with additi<strong>on</strong>al expertise, could fulfil this role.<br />
Recommendati<strong>on</strong> 3<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that it assigns <str<strong>on</strong>g>to</str<strong>on</strong>g> a single organisati<strong>on</strong> the<br />
resp<strong>on</strong>sibility for providing nati<strong>on</strong>al leadership <strong>and</strong> strategic directi<strong>on</strong> for provisi<strong>on</strong> of<br />
R&D skills relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the l<strong>on</strong>g-term management of radioactive wastes.<br />
Infrastructure Required for R&D – Facilities for <strong>Research</strong> with Highly Radioactive<br />
Materials<br />
17. CoRWM c<strong>on</strong>siders that the UK’s existing civil facilities for research with highly<br />
radioactive materials are inadequate <strong>and</strong> in need of improvement. In additi<strong>on</strong>,<br />
new facilities need <str<strong>on</strong>g>to</str<strong>on</strong>g> be established in order <str<strong>on</strong>g>to</str<strong>on</strong>g> support the full spectrum of<br />
research relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the management of higher activity wastes, including<br />
geological disposal.<br />
18. Almost all of the existing facilities for research with highly radioactive materials<br />
are operated by the Nati<strong>on</strong>al Nuclear Labora<str<strong>on</strong>g>to</str<strong>on</strong>g>ry (NNL). There are plans <str<strong>on</strong>g>to</str<strong>on</strong>g> widen<br />
access but at present the <strong>on</strong>ly R&D that can be performed in these facilities is<br />
that funded by NNL cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mers, primarily the NDA <strong>and</strong> other nuclear industry<br />
organisati<strong>on</strong>s. It is essential that funders <strong>and</strong> providers of fundamental research<br />
can access the facilities they need in order <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>tribute <str<strong>on</strong>g>to</str<strong>on</strong>g> R&D for the<br />
management of higher activity wastes, both now <strong>and</strong> in the future.<br />
Recommendati<strong>on</strong> 4<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that it ensures that facilities for research with<br />
highly radioactive materials are improved <strong>and</strong> their capability enhanced so that they<br />
can be used for the full spectrum of research relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the l<strong>on</strong>g-term management<br />
of higher activity wastes. These facilities should be accessible <str<strong>on</strong>g>to</str<strong>on</strong>g> all researchers who<br />
need them.<br />
Infrastructure Required for R&D – Underground <strong>Research</strong> Facility<br />
19. Underground investigati<strong>on</strong>s will be needed at the site of any proposed geological<br />
disposal facility (GDF) in the UK. These investigati<strong>on</strong>s need <str<strong>on</strong>g>to</str<strong>on</strong>g> include both<br />
underground site characterisati<strong>on</strong> work <strong>and</strong> underground R&D if they are <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
provide sufficient input <str<strong>on</strong>g>to</str<strong>on</strong>g> GDF design <strong>and</strong> safety case development. CoRWM is<br />
of the view that this R&D should be carried out in an underground research<br />
facility (URF) at any site where it is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>struct a GDF.<br />
20. An R&D programme should be carried out in the URF prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the decisi<strong>on</strong> as <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
whether or not <str<strong>on</strong>g>to</str<strong>on</strong>g> proceed with GDF c<strong>on</strong>structi<strong>on</strong>. This programme should be<br />
discussed with a range of stakeholders, including the community local <str<strong>on</strong>g>to</str<strong>on</strong>g> the site<br />
<strong>and</strong> independent scientists, <strong>and</strong> agreed with regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs. The geological disposal<br />
programme should allow time <str<strong>on</strong>g>to</str<strong>on</strong>g> carry out the required underground R&D <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
