CoRWM asked RCEP representatives, specifically, whether or not ESRC was<br />
funding work in<str<strong>on</strong>g>to</str<strong>on</strong>g> the public underst<strong>and</strong>ing of the scientific, social <strong>and</strong> ethical<br />
issues surrounding l<strong>on</strong>g-term radioactive waste management <strong>and</strong>, in particular,<br />
issues relating <str<strong>on</strong>g>to</str<strong>on</strong>g> management in the face of c<strong>on</strong>siderable scientific uncertainty<br />
<strong>and</strong> issues of intergenerati<strong>on</strong>al equity. In additi<strong>on</strong>, since public <strong>and</strong> stakeholder<br />
engagement (PSE) is regarded as a given in many radioactive waste<br />
programmes <str<strong>on</strong>g>to</str<strong>on</strong>g>day, CoRWM asked ESRC whether or not it was funding research<br />
in<str<strong>on</strong>g>to</str<strong>on</strong>g> the impact of PSE <strong>on</strong> the decisi<strong>on</strong>-making process <strong>and</strong>/or <strong>on</strong> the most<br />
appropriate ways <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake PSE in this area. In its resp<strong>on</strong>se, made prior <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
the revisi<strong>on</strong> of its strategic plan, ESRC noted (CoRWM doc. 2524) that “current<br />
investment in this area is limited, but there may be greater opportunities <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
explore new agenda in the near future”.<br />
3.67 STFC was formed in 2007 by merging the Particle Physics & Astr<strong>on</strong>omy<br />
<strong>Research</strong> Council <strong>and</strong> the Council for the Central Labora<str<strong>on</strong>g>to</str<strong>on</strong>g>ry of the <strong>Research</strong><br />
Councils. With an annual budget of around £500M, STFC funds research in<br />
astr<strong>on</strong>omy <strong>and</strong> nuclear <strong>and</strong> particle physics. It also provides the research<br />
community with access <str<strong>on</strong>g>to</str<strong>on</strong>g> large facilities at two principal UK sites, the Daresbury<br />
<strong>and</strong> Harwell Science <strong>and</strong> Innovati<strong>on</strong> Campuses, as well as at the Institute Laue<br />
Langevin (ILL) <strong>and</strong> the European Synchrotr<strong>on</strong> Radiati<strong>on</strong> Facility (ESRF) in<br />
Grenoble. Harwell is home <str<strong>on</strong>g>to</str<strong>on</strong>g> ISIS, the world's most powerful pulsed neutr<strong>on</strong> <strong>and</strong><br />
mu<strong>on</strong> source, which is used <str<strong>on</strong>g>to</str<strong>on</strong>g> study the a<str<strong>on</strong>g>to</str<strong>on</strong>g>mic structure of materials; Vulcan,<br />
the world's highest intensity focused laser; <strong>and</strong> the Diam<strong>on</strong>d synchrotr<strong>on</strong>, in<br />
which STFC has an 86% share. The Cockcroft Institute at Daresbury focuses <strong>on</strong><br />
designing the next generati<strong>on</strong> of particle accelera<str<strong>on</strong>g>to</str<strong>on</strong>g>rs.<br />
3.68 There is a l<strong>on</strong>g his<str<strong>on</strong>g>to</str<strong>on</strong>g>ry of experiments using small quantities of transuranic<br />
materials at ISIS <strong>and</strong> ILL. ISIS is currently working with EPSRC grant holders <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
support their experimental programme in radioactive waste management.<br />
Diam<strong>on</strong>d currently permits experimental work with samples with low levels of<br />
radioactivity. It is reviewing what needs <str<strong>on</strong>g>to</str<strong>on</strong>g> be d<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> future dem<strong>and</strong>s<br />
of the scientific community, whether this be with transuranic materials or higher<br />
activity levels (Secti<strong>on</strong> 5).<br />
EU <strong>Research</strong> Funding<br />
3.69 All aspects of nuclear fissi<strong>on</strong> R&D, including work <strong>on</strong> wasteforms <strong>and</strong> geological<br />
disposal, have been supported over many years at the European Uni<strong>on</strong> (EU)<br />
level. There have been eight European A<str<strong>on</strong>g>to</str<strong>on</strong>g>mic Energy Community programmes<br />
since 1975, <strong>and</strong> since 1984 these have been integrated in<str<strong>on</strong>g>to</str<strong>on</strong>g> the broader EU<br />
Framework Programmes (FPs), of which there have been seven. His<str<strong>on</strong>g>to</str<strong>on</strong>g>rically, the<br />
UK was an active participant in EU programmes, particularly through BGS <strong>and</strong><br />
the United Kingdom A<str<strong>on</strong>g>to</str<strong>on</strong>g>mic Energy Authority (UKAEA). Following the shift in UK<br />
focus <str<strong>on</strong>g>to</str<strong>on</strong>g> ILW, including the formati<strong>on</strong> of Nirex, <strong>and</strong> organisati<strong>on</strong>al changes in<br />
UKAEA in the 1980s, then the hiatus in UK work <strong>on</strong> disposal of higher activity<br />
wastes after 1997, UK involvement in FPs declined significantly. <str<strong>on</strong>g>Report</str<strong>on</strong>g>s from the<br />
FPs, especially FP4 <str<strong>on</strong>g>to</str<strong>on</strong>g> FP6, c<strong>on</strong>tain research results <strong>and</strong> overviews that could<br />
now be useful <str<strong>on</strong>g>to</str<strong>on</strong>g> the UK.<br />
