• a shortage of skilled manpower in the UK that could affect the defence,<br />
nuclear power <strong>and</strong> health sec<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> have serious implicati<strong>on</strong>s for the<br />
l<strong>on</strong>g-term management of radioactive wastes;<br />
• a projected requirement for 15,000 <str<strong>on</strong>g>to</str<strong>on</strong>g> 19,000 trained pers<strong>on</strong>nel <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />
recruited <str<strong>on</strong>g>to</str<strong>on</strong>g> the nuclear sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r by around 2017;<br />
• a nuclear industry that has become heavily dependent <strong>on</strong> generic<br />
provisi<strong>on</strong>, i.e. recruitment of good quality graduates from n<strong>on</strong>-nuclear<br />
specific degree courses;<br />
• a fragile specialised post-graduate training sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r in the nuclear area;<br />
• a <str<strong>on</strong>g>to</str<strong>on</strong>g>p priority of increasing vocati<strong>on</strong>al <strong>and</strong> technical skills, with a<br />
recommendati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> quadruple the number of apprentices by 2013.<br />
4.7 The most recent report, a more detailed analysis by Cogent (Cogent, <str<strong>on</strong>g>2009</str<strong>on</strong>g>),<br />
forecasts a skills gap of up <str<strong>on</strong>g>to</str<strong>on</strong>g> 14,000 by 2025, which equates <str<strong>on</strong>g>to</str<strong>on</strong>g> a need for 1,000<br />
new recruits a year, with the main drivers being:<br />
• an ageing workforce that retires earlier than the UK workforce in general<br />
• a shift in skills from electricity generati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> decommissi<strong>on</strong>ing<br />
• a dem<strong>and</strong> for skills <str<strong>on</strong>g>to</str<strong>on</strong>g> operate a new batch of nuclear power stati<strong>on</strong>s.<br />
4.8 It is clear from all of these reports that the situati<strong>on</strong> had declined <str<strong>on</strong>g>to</str<strong>on</strong>g> the point of<br />
grave c<strong>on</strong>cern <strong>and</strong>, although this has been recognised <strong>and</strong> measures begun <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
address it, arrangements are not yet adequately rebuilt for the future. This is<br />
especially the case for the decommissi<strong>on</strong>ing <strong>and</strong> radioactive waste management<br />
programmes <strong>and</strong> there will be competiti<strong>on</strong> between these areas <strong>and</strong> the<br />
expected new build programme.<br />
Nuclear Skills - Training<br />
4.9 Many bodies <strong>and</strong> organisati<strong>on</strong>s are involved in the provisi<strong>on</strong> of nuclear skills in<br />
the UK <strong>and</strong> the relati<strong>on</strong>ships between them are complex (Figure 3).<br />
4.10 The current approach <str<strong>on</strong>g>to</str<strong>on</strong>g> training is based <strong>on</strong> a “skills pyramid” (Figure 4) in which<br />
the sizes of the secti<strong>on</strong>s approximate <str<strong>on</strong>g>to</str<strong>on</strong>g> the relative numbers required. In keeping<br />
with the main c<strong>on</strong>clusi<strong>on</strong>s of a Cogent report (Cogent, 2008), most of the initial<br />
efforts were c<strong>on</strong>centrated <strong>on</strong> the lower part of the skills pyramid. This<br />
emphasised the skills needed at these levels <strong>and</strong> dem<strong>and</strong>ed by employers but,<br />
with this being addressed, attenti<strong>on</strong> is now turning also <str<strong>on</strong>g>to</str<strong>on</strong>g> the upper areas of the<br />
pyramid.<br />
