7. CONCLUSIONS AND RECOMMENDATIONS<br />

Strategic Co-ordinati<strong>on</strong> of UK Radioactive Waste Management R&D<br />

7.1 CoRWM c<strong>on</strong>siders that there is a need for more strategic co-ordinati<strong>on</strong> of R&D<br />

for the management of higher activity wastes throughout the UK. This strategic<br />

co-ordinati<strong>on</strong> is required within NDA (including its SLCs), between NDA <strong>and</strong><br />

other parts of the nuclear industry (including MoD), am<strong>on</strong>gst the <strong>Research</strong><br />

Councils, <strong>and</strong> between the nuclear industry, its regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> the <strong>Research</strong><br />

Councils.<br />

7.2 Within NDA the need is for more strategic co-ordinati<strong>on</strong> of R&D carried out by its<br />

SLCs, RWMD <strong>and</strong> within its DRP. It is particularly important <str<strong>on</strong>g>to</str<strong>on</strong>g> co-ordinate<br />

RWMD’s R&D for implementati<strong>on</strong> of geological disposal with SLC <strong>and</strong> DRP R&D<br />

for waste c<strong>on</strong>diti<strong>on</strong>ing, packaging <strong>and</strong> s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> <strong>on</strong> the management of spent<br />

fuels, plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium <strong>and</strong> uranium that may be declared <str<strong>on</strong>g>to</str<strong>on</strong>g> be wastes. The lack of<br />

such co-ordinati<strong>on</strong> would lead <str<strong>on</strong>g>to</str<strong>on</strong>g> a poor use of the NDA’s resources (effort, time<br />

<strong>and</strong> m<strong>on</strong>ey).<br />

7.3 Between NDA <strong>and</strong> the nuclear industry there is a need for strategic co-ordinati<strong>on</strong><br />

of R&D <strong>and</strong> agreement <strong>on</strong> nati<strong>on</strong>al priorities. As well as enabling better use <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />

made of resources, this would ensure that key issues are tackled in a timely way.<br />

7.4 Of the five <strong>Research</strong> Councils that could potentially fund research relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

management of higher activity radioactive wastes, <strong>on</strong>ly two are doing so at<br />

present <strong>and</strong> <strong>on</strong>ly <strong>on</strong>e at a substantial level. The <strong>Research</strong> Councils do not seem<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> have recognised the need <str<strong>on</strong>g>to</str<strong>on</strong>g> come <str<strong>on</strong>g>to</str<strong>on</strong>g>gether <str<strong>on</strong>g>to</str<strong>on</strong>g> identify the fundamental<br />

research required <str<strong>on</strong>g>to</str<strong>on</strong>g> underpin the MRWS programme. They should work <str<strong>on</strong>g>to</str<strong>on</strong>g>gether<br />

in an open <strong>and</strong> transparent way <strong>and</strong> involve prospective researchers in all the<br />

relevant fields, as well as the nuclear industry <strong>and</strong> its regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs. All these<br />

stakeholders should agree nati<strong>on</strong>al priorities for the research <str<strong>on</strong>g>to</str<strong>on</strong>g> be funded by the<br />

Councils. This will maximise the benefits of the <strong>Research</strong> Councils’ resources <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the MRWS programme.<br />

7.5 CoRWM does not wish <str<strong>on</strong>g>to</str<strong>on</strong>g> be prescriptive about the co-ordinati<strong>on</strong> mechanisms <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

be used in any of these cases. However, it has identified a number of attributes it<br />

thinks the mechanisms should have in all cases. These are that the mechanisms<br />

should:<br />

• cover the R&D needs of all the relevant UK organisati<strong>on</strong>s<br />

• be open <strong>and</strong> transparent<br />

• involve researchers, the nuclear industry, its regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> other<br />

stakeholders<br />

• agree nati<strong>on</strong>al priorities for R&D<br />

• encourage innovati<strong>on</strong><br />

• foster collaborati<strong>on</strong> with other countries<br />

• ensure R&D is carried out in a timely manner<br />

• involve independent nati<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al review<br />

• ensure R&D results are disseminated <strong>and</strong> acted up<strong>on</strong>.<br />
