5.35 The range of possible functi<strong>on</strong>s of underground facilities can be summarised as<br />
follows:<br />
1. Comparis<strong>on</strong> <strong>and</strong> calibrati<strong>on</strong> of geosphere data collected from surface-based<br />
investigati<strong>on</strong>s with that from underground investigati<strong>on</strong>s.<br />
2. Comparis<strong>on</strong> <strong>and</strong> calibrati<strong>on</strong> of data collecti<strong>on</strong> methods <strong>and</strong> equipment for<br />
geosphere characterisati<strong>on</strong> purposes.<br />
3. To develop <strong>and</strong> enhance underst<strong>and</strong>ing of the impacts of rock excavati<strong>on</strong> <strong>on</strong><br />
both the rock mass <strong>and</strong> existing underground openings.<br />
4. To develop <strong>and</strong> enhance underst<strong>and</strong>ing, through simulating the effects of the<br />
placement of waste in actual c<strong>on</strong>diti<strong>on</strong>s that replicate those in a GDF.<br />
5. To develop <strong>and</strong> enhance c<strong>on</strong>ceptual <strong>and</strong> numerical models for the transport<br />
of radi<strong>on</strong>uclides through a rock mass.<br />
6. To develop an improved underst<strong>and</strong>ing of, <strong>and</strong> test how, a proposed<br />
engineered barrier system (EBS) will perform under c<strong>on</strong>diti<strong>on</strong>s that replicate<br />
those in a GDF.<br />
7. To design <strong>and</strong> undertake experiments that will give an underst<strong>and</strong>ing of the<br />
l<strong>on</strong>g-term performance of the disposal facility as a whole <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure the<br />
robustness of the safety case for a GDF.<br />
8. Build <strong>and</strong> maintain public c<strong>on</strong>fidence that all practical steps are being<br />
undertaken <str<strong>on</strong>g>to</str<strong>on</strong>g> establish the technical feasibility <strong>and</strong> safety performance of a<br />
GDF.<br />
5.36 Some of the activities carried out in underground facilities come under the<br />
heading of site characterisati<strong>on</strong> (e.g. items 1 <strong>and</strong> 2 above); others are R&D.<br />
Some of the R&D activities are required as input <str<strong>on</strong>g>to</str<strong>on</strong>g> GDF design or safety case<br />
development. Others will be needed during much of the period that a GDF is<br />
open in order <str<strong>on</strong>g>to</str<strong>on</strong>g> maintain the safety case <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> allow improvements <str<strong>on</strong>g>to</str<strong>on</strong>g> be made<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g>, for example, backfilling <strong>and</strong> sealing materials <strong>and</strong> methods. Examples of R&D<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g>pics are shown in Box 6.<br />
5.37 The UK has never had a URF. However, UK scientists have participated in R&D<br />
programmes in facilities in several other countries.<br />
5.38 By <strong>on</strong>ly menti<strong>on</strong>ing site-specific underground investigati<strong>on</strong>s, the White Paper<br />
(Defra et al., 2008) implicitly rules out the c<strong>on</strong>structi<strong>on</strong> of a generic URF in the<br />
UK. It states that the NDA shall undertake l<strong>on</strong>g-term underground investigati<strong>on</strong>s<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>firm that the site selected <str<strong>on</strong>g>to</str<strong>on</strong>g> host a GDF is suitable <strong>and</strong> that a facility can<br />
be c<strong>on</strong>structed that can meet all safety <strong>and</strong> envir<strong>on</strong>mental regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry<br />
requirements. The process of site characterisati<strong>on</strong> will commence with n<strong>on</strong>intrusive<br />
surface based investigati<strong>on</strong>s followed by intrusive borehole<br />
investigati<strong>on</strong>s from ground surface (Stage 5 in the MRWS site selecti<strong>on</strong> process).<br />
The White Paper makes it clear that characterisati<strong>on</strong> work will c<strong>on</strong>tinue in<str<strong>on</strong>g>to</str<strong>on</strong>g><br />
Stage 6, during which tunnels at depths of hundreds of metres will be c<strong>on</strong>structed<br />
for the purpose of underground investigati<strong>on</strong>. The investigati<strong>on</strong>s in this<br />
underground envir<strong>on</strong>ment are planned <str<strong>on</strong>g>to</str<strong>on</strong>g> be l<strong>on</strong>g-term <strong>and</strong> are intended <str<strong>on</strong>g>to</str<strong>on</strong>g> draw<br />
<strong>on</strong> a range of scientific <strong>and</strong> technical disciplines such as geology, geophysics,<br />
hydrogeology, chemistry <strong>and</strong> others. In the c<strong>on</strong>text of Stage 6 of the MRWS<br />
process, underground investigati<strong>on</strong>s will in effect be the first stage of the<br />
c<strong>on</strong>structi<strong>on</strong> of a GDF.<br />
