underground R&D may take decades. The URF should c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> be used for<br />
as l<strong>on</strong>g as is necessary while the GDF is open.<br />
21. Until a URF is available in the UK, generic R&D should be carried out in<br />
underground facilities in other countries. This would allow UK researchers <str<strong>on</strong>g>to</str<strong>on</strong>g> gain<br />
the necessary experience, as well as providing informati<strong>on</strong> <strong>and</strong> techniques <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />
used in the UK geological disposal programme.<br />
Recommendati<strong>on</strong> 5<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that an underground research facility be<br />
c<strong>on</strong>structed at any site where it is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>struct a geological disposal facility.<br />
Public <strong>and</strong> Stakeholder Engagement for R&D<br />
22. At present, as in the past, stakeholders who are outside the organisati<strong>on</strong>s that<br />
fund <strong>and</strong> carry out R&D have little opportunity <str<strong>on</strong>g>to</str<strong>on</strong>g> influence UK R&D programmes<br />
<strong>on</strong> radioactive waste management. There is a general lack of transparency in<br />
establishing R&D requirements <strong>and</strong> commercial reas<strong>on</strong>s are often cited as a<br />
reas<strong>on</strong> for not publishing results.<br />
23. CoRWM believes that this situati<strong>on</strong> must change. As implied in Recommendati<strong>on</strong><br />
1, a wider range of stakeholders should be involved in establishing R&D<br />
requirements. It is also necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> make accessible informati<strong>on</strong> available <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />
public about R&D needs, progress <strong>and</strong> plans.<br />
Recommendati<strong>on</strong> 6<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that mechanisms are put in place <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure<br />
that a wider range of stakeholders than <str<strong>on</strong>g>to</str<strong>on</strong>g> date will be involved in establishing R&D<br />
requirements for the l<strong>on</strong>g-term management of higher activity wastes <strong>and</strong> that<br />
accessible informati<strong>on</strong> will be made available <str<strong>on</strong>g>to</str<strong>on</strong>g> the public about R&D needs, plans<br />
<strong>and</strong> progress.<br />
Specific R&D Issues<br />
24. In additi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> arrangements for providing R&D <strong>and</strong> the skills <strong>and</strong> infrastructure<br />
needed for it, CoRWM also c<strong>on</strong>sidered some of the <str<strong>on</strong>g>to</str<strong>on</strong>g>pics <strong>on</strong> which further R&D<br />
is likely <str<strong>on</strong>g>to</str<strong>on</strong>g> be required for the l<strong>on</strong>g-term management of the UK’s higher activity<br />
wastes. In doing so, it recognised that future R&D programmes will need <str<strong>on</strong>g>to</str<strong>on</strong>g> build<br />
<strong>on</strong> the substantial body of knowledge that already exists as a result of past R&D<br />
in the UK <strong>and</strong> other countries. This current knowledge base is sufficient <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />
c<strong>on</strong>fident that geological disposal is the right way forward. In future R&D it will be<br />
necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> focus <strong>on</strong> knowledge gaps <strong>and</strong> uncertainties that are important for<br />
UK wastes <strong>and</strong>, in the case of geological disposal, for the types of rocks in which<br />
a GDF may be located. The results of CoRWM’s c<strong>on</strong>siderati<strong>on</strong> of specific <str<strong>on</strong>g>to</str<strong>on</strong>g>pics<br />
are in Secti<strong>on</strong> 6 <strong>and</strong> Appendix A of this report. CoRWM did not attempt <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
identify, c<strong>on</strong>sider or prioritise every <str<strong>on</strong>g>to</str<strong>on</strong>g>pic <strong>on</strong> which R&D may be needed. The<br />
material in Secti<strong>on</strong> 6 <strong>and</strong> this appendix is <strong>on</strong>ly intended <str<strong>on</strong>g>to</str<strong>on</strong>g> illustrate the range of<br />
R&D that could be required over the next few decades.<br />
