3.70 In the current FP7 programme (2007-2011) fusi<strong>on</strong> is dominant, but a budget of<br />
€287M has been allocated <str<strong>on</strong>g>to</str<strong>on</strong>g> fissi<strong>on</strong> research. The stated priority for fissi<strong>on</strong> is<br />
establishment of a sound scientific <strong>and</strong> technical basis for better management<br />
(safer <strong>and</strong> more resource-efficient, competitive <strong>and</strong> envir<strong>on</strong>ment-friendly) of<br />
energy <strong>and</strong> waste <strong>and</strong> the impact thereof. A further €517M has been allocated for<br />
the EU’s Joint <strong>Research</strong> Centre (JRC) activities in the nuclear sphere, which are<br />
intended <str<strong>on</strong>g>to</str<strong>on</strong>g> support co-operative internati<strong>on</strong>al activities in nuclear waste<br />
management, envir<strong>on</strong>mental impact, nuclear security <strong>and</strong> nuclear safety. 8<br />
European research activities are co-ordinated through the Sustainable Nuclear<br />
Energy Technology Platform. 9 An EU Implementing Geological Disposal<br />
Technology Platform (IGD-TP) is also being set up <str<strong>on</strong>g>to</str<strong>on</strong>g> provide a framework led by<br />
industry <str<strong>on</strong>g>to</str<strong>on</strong>g> define R&D priorities, timeframes <strong>and</strong> acti<strong>on</strong> plans in this area.<br />
CoRWM members made informal comments <strong>on</strong> the draft “visi<strong>on</strong> document” for<br />
the platform.<br />
3.71 Only <strong>on</strong>e FP7 Eura<str<strong>on</strong>g>to</str<strong>on</strong>g>m project is led by a UK instituti<strong>on</strong>: BGS was recently<br />
awarded the ~£2M Fate of Reposi<str<strong>on</strong>g>to</str<strong>on</strong>g>ry Gases (FORGE) project <strong>on</strong> gas migrati<strong>on</strong><br />
(para. A.59). The FORGE project is designed <str<strong>on</strong>g>to</str<strong>on</strong>g> characterise <strong>and</strong> quantify the<br />
c<strong>on</strong>diti<strong>on</strong>s during geological disposal under which gas formati<strong>on</strong> will occur with<br />
sufficient pressure increase <str<strong>on</strong>g>to</str<strong>on</strong>g> result in radi<strong>on</strong>uclide migrati<strong>on</strong> from the GDF in<str<strong>on</strong>g>to</str<strong>on</strong>g><br />
the surrounding host rock. The project will include model development <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
underpin GDF designs that lie within a safe gas generati<strong>on</strong> envelope.<br />
3.72 A number of other FP7 Eura<str<strong>on</strong>g>to</str<strong>on</strong>g>m research projects relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the management of<br />
higher activity wastes include <strong>on</strong>e or more UK partners. These include:<br />
• Actinide Recycling by Separati<strong>on</strong> <strong>and</strong> Transmutati<strong>on</strong> (ACSEPT) - 34<br />
European partners including the Universities of Reading <strong>and</strong> Edinburgh, <strong>and</strong><br />
the NNL with a technical focus <strong>on</strong> separati<strong>on</strong> <strong>and</strong> transmutati<strong>on</strong> of actinide<br />
elements. The <str<strong>on</strong>g>to</str<strong>on</strong>g>tal budget for this programme is €24M, of which €9M will be<br />
funded by the EU. Approximately €4.5M will be spent in the UK (€3.9M by<br />
NNL <strong>and</strong> €600K by universities), of which €1.6M will be funded by the EU.<br />
• Treatment <strong>and</strong> Disposal of Irradiated Graphite <strong>and</strong> other Carb<strong>on</strong>aceous<br />
Wastes (Carbowaste) - 27 partners including Amec, Bradtec, Doosan<br />
Babcock, NDA, NNL <strong>and</strong> University of Manchester in the UK. This project<br />
aims <str<strong>on</strong>g>to</str<strong>on</strong>g> develop an integrated waste management approach for existing<br />
s<str<strong>on</strong>g>to</str<strong>on</strong>g>cks of irradiated graphite <strong>and</strong> carb<strong>on</strong>aceous waste <strong>and</strong> for future <strong>on</strong>es<br />
such as graphite-based Generati<strong>on</strong> IV reac<str<strong>on</strong>g>to</str<strong>on</strong>g>r systems (€3.4M <str<strong>on</strong>g>to</str<strong>on</strong>g> be spent<br />
by UK organisati<strong>on</strong>s with EU c<strong>on</strong>tributi<strong>on</strong> of €1.9M).<br />
• Redox Phenomena C<strong>on</strong>trolling Systems (RECOSY) - 32 partners, with<br />
Loughborough <strong>and</strong> Manchester Universities <strong>and</strong> BGS in the UK as associate<br />
partners. The objectives of RECOSY are the development of a sound<br />
underst<strong>and</strong>ing of redox phenomena c<strong>on</strong>trolling the l<strong>on</strong>g-term<br />
release/retenti<strong>on</strong> of radi<strong>on</strong>uclides in nuclear waste disposal <strong>and</strong> the provisi<strong>on</strong><br />
of <str<strong>on</strong>g>to</str<strong>on</strong>g>ols <str<strong>on</strong>g>to</str<strong>on</strong>g> apply the results <str<strong>on</strong>g>to</str<strong>on</strong>g> performance assessment <strong>and</strong> safety cases.<br />
3.73 Other EU projects include Fundamental Processes of Radi<strong>on</strong>uclide Migrati<strong>on</strong><br />
(FUNMIG) <strong>and</strong> Near Field Processes (NF-Pro) (both run in FP6 <strong>and</strong> recently<br />
