SLCs <strong>and</strong> other avenues has also c<strong>on</strong>tributed <str<strong>on</strong>g>to</str<strong>on</strong>g> the improving situati<strong>on</strong>, although<br />
questi<strong>on</strong>s have been raised about the effectiveness of this support.<br />
4.52 It is <str<strong>on</strong>g>to</str<strong>on</strong>g> be hoped that the establishment of the NNL will provide further impetus <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
skills improvement but CoRWM has c<strong>on</strong>cerns about how training <strong>and</strong> provisi<strong>on</strong> of<br />
research skills will be rec<strong>on</strong>ciled with the need for commercial operati<strong>on</strong>. While<br />
NNL will be a cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mer-funded organisati<strong>on</strong> <strong>and</strong> it is appropriate that it operates<br />
as “just another supplier” in most circumstances, it is important <str<strong>on</strong>g>to</str<strong>on</strong>g> identify <strong>and</strong><br />
agree those areas in which a strategic role needs <str<strong>on</strong>g>to</str<strong>on</strong>g> be played. In these areas it<br />
will be necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that arrangements are in place <str<strong>on</strong>g>to</str<strong>on</strong>g> facilitate delivery of<br />
such strategic support. Skills provisi<strong>on</strong> is a strategic area <strong>and</strong> it is unclear <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
CoRWM how NNL funding for this will be assured.<br />
4.53 There is still a shortage of Master-level courses with a significant nuclear<br />
comp<strong>on</strong>ent. In additi<strong>on</strong>, EPSRC has now terminated its funding for the NTEC<br />
Masters’ programme so, although NDA has provided interim funding for <str<strong>on</strong>g>2009</str<strong>on</strong>g>, its<br />
future is unclear. The supply of relevant, n<strong>on</strong>-nuclear, research skills in other<br />
disciplines is perceived as better but in some areas, like geoscience, not as<br />
healthy as it should be. Particular deficiencies remain in the numbers of MSc <strong>and</strong><br />
PhD graduates in key sub-disciplines for implementing geological disposal, such<br />
as hydrogeology <strong>and</strong> numerical modelling. Since other countries’ geological<br />
disposal programmes are likely <str<strong>on</strong>g>to</str<strong>on</strong>g> overlap with that of the UK, as will other<br />
challenging <strong>and</strong> attractive internati<strong>on</strong>al projects, such as carb<strong>on</strong> capture <strong>and</strong><br />
sequestrati<strong>on</strong>, CoRWM believes there is significant risk in over-reliance <strong>on</strong><br />
attracting this expertise from overseas.<br />
4.54 Despite some positive developments, research with its integral skills training in<br />
areas relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> the R&D needed <str<strong>on</strong>g>to</str<strong>on</strong>g> underpin the implementati<strong>on</strong> of geological<br />
disposal, remains fragmented overall. Resp<strong>on</strong>sibility for the provisi<strong>on</strong> of R&D<br />
skills is split between many organisati<strong>on</strong>s <strong>and</strong> there appears <str<strong>on</strong>g>to</str<strong>on</strong>g> be little effective<br />
nati<strong>on</strong>al leadership <strong>and</strong> insufficient strategic directi<strong>on</strong>.<br />
4.55 Although not focused specifically <strong>on</strong> the nuclear industry, Cogent is well placed <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
provide guidance <strong>on</strong> the basic skills <strong>and</strong> training requirements of the industry<br />
through its employer-driven approach <strong>and</strong> alliance with NSAN. However, it is not<br />
directly involved in the provisi<strong>on</strong> of higher level research training of the sort<br />
required <str<strong>on</strong>g>to</str<strong>on</strong>g> underpin the MRWS programme nor is it in a positi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> make<br />
strategic judgements <strong>on</strong> the research programmes of which such training is part,<br />
especially those <str<strong>on</strong>g>to</str<strong>on</strong>g>wards the fundamental end of the research spectrum.<br />
C<strong>on</strong>sequently, CoRWM c<strong>on</strong>siders that additi<strong>on</strong>al expertise would be required<br />
within Cogent <str<strong>on</strong>g>to</str<strong>on</strong>g> enable it <str<strong>on</strong>g>to</str<strong>on</strong>g> provide effective nati<strong>on</strong>al leadership <strong>and</strong> strategic<br />
directi<strong>on</strong> for the provisi<strong>on</strong> of R&D skills pertinent <str<strong>on</strong>g>to</str<strong>on</strong>g> the management of higher<br />
activity wastes.<br />
