sintering, <strong>and</strong> making the plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium in<str<strong>on</strong>g>to</str<strong>on</strong>g> low specificati<strong>on</strong> MOX (either in a new<br />
plant that would make MOX assemblies or by modifying the Sellafield MOX plant<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g> produce MOX in cans). The cement opti<strong>on</strong> is the most expensive but also the<br />
<strong>on</strong>e with the largest variati<strong>on</strong>s in cost, depending <strong>on</strong> how much plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium there is<br />
in each waste package. The NDA proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> carry out a programme of work <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
assess the possible waste forms in more detail, particularly from the point of view<br />
of their suitability for geological disposal (NDA, <str<strong>on</strong>g>2009</str<strong>on</strong>g>g, h).<br />
A.41 So far, the NDA has not c<strong>on</strong>sidered the opti<strong>on</strong> of recycling plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium in UK<br />
reac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs (either existing or new build). This is because a further “justificati<strong>on</strong>”<br />
exercise would be required <str<strong>on</strong>g>to</str<strong>on</strong>g> allow MOX fuel <str<strong>on</strong>g>to</str<strong>on</strong>g> be used in this country. The<br />
NDA has assumed in its analyses that recycling would occur in another country,<br />
either in an LWR or in a CANDU reac<str<strong>on</strong>g>to</str<strong>on</strong>g>r (use of fast reac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs was not c<strong>on</strong>sidered<br />
“credible” at present, because of the l<strong>on</strong>g lead time.) The NDA proposed <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
undertake market engagement <str<strong>on</strong>g>to</str<strong>on</strong>g> gauge the level of interest in recycling<br />
plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium. If the opti<strong>on</strong> seemed viable, the NDA would then need <str<strong>on</strong>g>to</str<strong>on</strong>g> discuss with<br />
<str<strong>on</strong>g>Government</str<strong>on</strong>g> the type of commercial arrangement that would be acceptable<br />
(NDA, <str<strong>on</strong>g>2009</str<strong>on</strong>g>g, h). There would also need <str<strong>on</strong>g>to</str<strong>on</strong>g> be R&D <strong>on</strong> interim s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong><br />
geological disposal of MOX fuel. This R&D would be carried out by the countries<br />
using the MOX fuel.<br />
A.42 <str<strong>on</strong>g>Government</str<strong>on</strong>g> intends <str<strong>on</strong>g>to</str<strong>on</strong>g> hold a public c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> l<strong>on</strong>g-term management of<br />
plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium starting in autumn <str<strong>on</strong>g>2009</str<strong>on</strong>g>. As a precursor it is publishing two discussi<strong>on</strong><br />
papers. 23 NDA technical work <strong>on</strong> immobilisati<strong>on</strong> opti<strong>on</strong>s for plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium is<br />
c<strong>on</strong>tinuing. It is possible that the <str<strong>on</strong>g>Government</str<strong>on</strong>g> will make a decisi<strong>on</strong> <strong>on</strong> the<br />
preferred method for the l<strong>on</strong>g-term management of plu<str<strong>on</strong>g>to</str<strong>on</strong>g>nium in early 2010 (UK<br />
<str<strong>on</strong>g>Government</str<strong>on</strong>g>, <str<strong>on</strong>g>2009</str<strong>on</strong>g>).<br />
Management of Uranium<br />
A.43 The <str<strong>on</strong>g>to</str<strong>on</strong>g>tal UK civil holdings of uranium were 96,400 <str<strong>on</strong>g>to</str<strong>on</strong>g>nnes at the end of 2007.<br />
Almost all of this is depleted, natural <strong>and</strong> low enriched uranium. Less than 1.5<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g>nnes is highly enriched uranium (i.e. with 20% or more uranium-235). Future<br />
arisings are estimated <str<strong>on</strong>g>to</str<strong>on</strong>g> be about 90,000 <str<strong>on</strong>g>to</str<strong>on</strong>g>nnes of depleted, natural <strong>and</strong> low<br />
enriched uranium (Defra/NDA, 2008b). Uranium is s<str<strong>on</strong>g>to</str<strong>on</strong>g>red in various locati<strong>on</strong>s <strong>and</strong><br />
in many forms including as oxides, hexafluoride, nitrates, carbides <strong>and</strong> metal.<br />
The NDA is developing a strategy for managing its uranic materials <strong>and</strong> is<br />
c<strong>on</strong>sidering both re-use <strong>and</strong> disposal opti<strong>on</strong>s (CoRWM doc. 2418; NDA, <str<strong>on</strong>g>2009</str<strong>on</strong>g>j). It<br />
has R&D in progress for immobilisati<strong>on</strong> opti<strong>on</strong>s for separated uranium.<br />
A.44 “Hex tails” are uranium hexafluoride (UF6) residue from the producti<strong>on</strong> of<br />
enriched uranium. The tails are depleted in uranium-235 <str<strong>on</strong>g>to</str<strong>on</strong>g> levels well below the<br />
0.72% by weight (wt%) of natural uranium minerals, usually about 0.2 wt%.<br />
Uranium hexafluoride is a stable solid at room temperature <strong>and</strong> pressure but<br />
sublimes <str<strong>on</strong>g>to</str<strong>on</strong>g> a vapour at 56.5 o C. It also gives off hydrogen fluoride, which is<br />
hazardous, in c<strong>on</strong>tact with water or water vapour. Most of the UK’s holdings of<br />
Hex tails are at Urenco UK Ltd Capenhurst site. Urenco plans <str<strong>on</strong>g>to</str<strong>on</strong>g> “dec<strong>on</strong>vert” the<br />
Hex tails back <str<strong>on</strong>g>to</str<strong>on</strong>g> uranium oxide (U3O8), which is a stable solid, <strong>and</strong> s<str<strong>on</strong>g>to</str<strong>on</strong>g>re it<br />
