3.12 NDA’s DRP process was developed <str<strong>on</strong>g>to</str<strong>on</strong>g> support strategic <strong>and</strong> nati<strong>on</strong>al R&D issues<br />

that are not funded directly by SLCs. It is a comp<strong>on</strong>ent of the broader R&D<br />

portfolio <strong>and</strong> has an annual budget of £6M. It started in 2005 as a single research<br />

c<strong>on</strong>tract with Nexia Soluti<strong>on</strong>s but has since been opened out <strong>and</strong> a tranche of<br />

DRP research was awarded <str<strong>on</strong>g>to</str<strong>on</strong>g> various organisati<strong>on</strong>s in 2008. The programme<br />

was determined from a review of the SLC TBuRDs. It is split in<str<strong>on</strong>g>to</str<strong>on</strong>g> four lots<br />

covering support for University Interacti<strong>on</strong>s (Lot 1, awarded <str<strong>on</strong>g>to</str<strong>on</strong>g> NNL/Serco),<br />

Waste Processing (Lot 2 awarded <str<strong>on</strong>g>to</str<strong>on</strong>g> NNL/UKAEA/Hyder), Materials<br />

Characterisati<strong>on</strong> (Lot 3, awarded <str<strong>on</strong>g>to</str<strong>on</strong>g> UKAEA/NNL/Serco) <strong>and</strong> Actinide/Strategic<br />

Material Investigati<strong>on</strong> (Lot 4, awarded <str<strong>on</strong>g>to</str<strong>on</strong>g> NNL/UKAEA). NWRF c<strong>on</strong>tributed <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />

prioritisati<strong>on</strong> of proposed DRP work areas. While this is intended <str<strong>on</strong>g>to</str<strong>on</strong>g> be a more<br />

open process than that used previously, where NDA staff reviewed the proposals<br />

of Nexia Soluti<strong>on</strong>s (now NNL), research providers have expressed c<strong>on</strong>cern about<br />

the complexity <strong>and</strong> opacity of the current DRP process (CoRWM doc. 2630).<br />

R&D in the Letter of Compliance Process<br />

3.13 Waste c<strong>on</strong>diti<strong>on</strong>ing <strong>and</strong> packaging is overseen by NDA through the Letter of<br />

Compliance (LoC) process, which is described in CoRWM’s Interim S<str<strong>on</strong>g>to</str<strong>on</strong>g>rage<br />

report (CoRWM doc. 2500). LoC is a process designed <str<strong>on</strong>g>to</str<strong>on</strong>g> make sure that, as far<br />

as practicable, waste c<strong>on</strong>diti<strong>on</strong>ing methods will produce waste packages that can<br />

be safely s<str<strong>on</strong>g>to</str<strong>on</strong>g>red, transported <strong>and</strong> disposed of. The system was started by Nirex<br />

<strong>and</strong> was originally called the Letter of Comfort (because it was designed <str<strong>on</strong>g>to</str<strong>on</strong>g> give<br />

comfort <str<strong>on</strong>g>to</str<strong>on</strong>g> waste producers that Nirex would accept their packages for geological<br />

disposal). It is now operated by RWMD (para. 3.17).<br />

3.14 To obtain an LoC, the waste owner has <str<strong>on</strong>g>to</str<strong>on</strong>g> provide evidence that the waste<br />

package will be compliant with the NDA specificati<strong>on</strong>s (Nirex, 2007). This often<br />

requires the owner <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>duct R&D, the results of which are scrutinised <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

support the LoC applicati<strong>on</strong>. For a typical cemented waste, fac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs such as the<br />

rate of setting, amount of free water, mechanical strength, heat producti<strong>on</strong> <strong>and</strong><br />

fracturing are taken in<str<strong>on</strong>g>to</str<strong>on</strong>g> account. For difficult wastes, the size of the R&D<br />

programmes required <str<strong>on</strong>g>to</str<strong>on</strong>g> develop <strong>and</strong> implement c<strong>on</strong>diti<strong>on</strong>ing <strong>and</strong> packaging<br />

processes can be substantial in m<strong>on</strong>ey <strong>and</strong> time (from hundreds of thous<strong>and</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

milli<strong>on</strong>s of pounds <strong>and</strong> over many years). NDA agreed <str<strong>on</strong>g>to</str<strong>on</strong>g> allow CoRWM <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

investigate the R&D underpinning some example LoC applicati<strong>on</strong>s in order <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

explore this area more fully (CoRWM doc. 2688).<br />

3.15 Nirex/NDA waste package specificati<strong>on</strong>s have changed with time <strong>and</strong> it is<br />

possible that they will change again. Thus by the time a GDF comes in<str<strong>on</strong>g>to</str<strong>on</strong>g><br />

operati<strong>on</strong>, the UK will have several categories of ILW packages: older packages<br />

that were prepared <str<strong>on</strong>g>to</str<strong>on</strong>g> meet the earlier specificati<strong>on</strong>s, newer packages designed<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> meet the current specificati<strong>on</strong>s <strong>and</strong> possibly also packages designed <str<strong>on</strong>g>to</str<strong>on</strong>g> meet<br />

future, different specificati<strong>on</strong>s.<br />

3.16 The NDA is undertaking a review of earlier LoCs <strong>and</strong> this will either provide<br />

reassurance that “old specificati<strong>on</strong>” waste packages will meet the more recent<br />

st<strong>and</strong>ards, or will identify the need for remedial acti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that packages<br />

will meet these st<strong>and</strong>ards. R&D will be necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> determine the types of<br />

remedial acti<strong>on</strong>s required.<br />
